POSITION DESCRIPTION TITLE: EXTENDED TITLE: FLSA STATUS: Manager Manager, Budget Exempt CATEGORY: Professional GRADE: D JOB SUMMARY: Responsible for assisting the Budget Director in the coordination and management of the District’s daily budget operations and the annual budget development process. ESSENTIAL FUNCTIONS: YEARLY PERCENT OF TIME 35% 1. Manage on-going budget operations by planning and providing direction and supervision to support staff within the budget office; oversee the maintenance and monitoring of automated system funds, organizations, accounts and program classification codes. Communicate with budget heads and support staff to address budget issues by analyzing budget data and providing resolution; handle purchase requisition non-sufficient fund matters; provide budget information and assist in budget monitoring. 2. Assist director in the management of the District’s annual budget development and planning process including establishing timelines for the budget calendar and budget instruction guidelines; develop, plan, and coordinate workshop presentations and review budget requests to ensure compliance with the procedures of the fiscal year’s budget. 25% 3. Manage the position requisition process for budget verification; oversee the tracking of personnel transactions and vacant positions for preparation and analysis of the monthly salary savings report, maintain salary savings automated system. 10% 4. Prepare other statistical analysis required by management to support financial decisions; compile budget and expenditure data for open records or other internal and external requests. Assist director with special projects as needed. 10% 5. Examine and evaluate budget processes and administrative practices and prepare written recommendations to improve budget operations. Document and update departmental budgetary processes and procedures as required. 10% 6. Provide personnel management direction and guidance to staff including orientation, performance appraisal, professional development, coaching and counseling. Participate in setting performance goals and priorities that contribute to departmental mission. 5% 7. ESSENTIAL QUALIFICATIONS: EDUCATION: Bachelor’s degree in Accounting, Business Management, or related field. EXPERIENCE: Five (5) years related experience. SPECIAL SKILLS AND ABILITIES: 1.
