POSITION DESCRIPTION TITLE: FLSA STATUS: Vice President, Financial & Administrative Operations Exempt CATEGORY: GRADE: Administrative G JOB SUMMARY: Serve as the College's Chief Financial Officer and as a member of the President’s Cabinet with executive responsibility for the planning, management, and evaluation of Financial & Administrative Operations functions that support the accomplishment of the District’s Mission, Vision, Core Values, and the continuation of the District’s accreditation status. ESSENTIAL FUNCTIONS: YEARLY PERCENT OF TIME 25% 1. Develop, implement and evaluate comprehensive financial and administrative support for current and projected District requirements. Administer the financial management activities of the District to include financial planning, budgeting, investment management, accounting and general financial services. Analyze data to prepare clear and concise reports necessary for efficient and effective management and operation of the District; provide reports to outside agencies as required; provide reports to the President on assigned topics. 2. Promote administrative excellence and accountability, creativity, leadership and cooperative teamwork through District-wide administrative support departments including: Budget & Finance, Human Resources, Office of Risk Management & Safety, and Physical Plant. 20% 3. Establish short- and long-term plans at the District level to support the implementation of the College Strategic Plan. Establish and implement goals, objectives, and standards for departmental operation and staff activities. Coordinate with appropriate staff to establish effective relationships in order to integrate intra- and interdepartmental operations and to resolve problems. 15% 4. Provide leadership in the development and execution of the District's organizational budget approved by the Board of Trustees. 10% 5. Oversee the evaluation, development and implementation of facilities master planning for the District. 10% 6. Develop, implement, monitor, and evaluate internal and District procedures related to the respective departments. Ensure that the District policies and procedures and other applicable laws and regulations are used to guide the operational activities of the District. 10% 7. Plan, develop and administer annual budget requests and ensure department heads are operating within their approved budget. 5% 8. BUDGET RESPONSIBILITIES: Develops, recommends, monitors, and manages assigned budgets. ESSENTIAL QUALIFICATIONS: EDUCATION: Master’s Degree required. Doctorate or CPA preferred. EXPERIENCE: Twelve (12) years increasingly responsible administrative experience, including managerial and supervisory experience in an academic setting. SPECIAL SKILLS AND ABILITIES: 1. Skills/Abilities: Knowledge of operations, services and activities related to assigned administrative programs; Knowledge of relevant federal, state, and local laws, codes and regulations related to assigned administrative programs and services; Knowledge of public policy decision making processes, principles and practices of budgeting, facilities planning, plant operations and fiscal operations; Knowledge of principles of supervision, training and performance evaluation; Knowledge of conflict resolution techniques; Ability to understand, negotiate with, select, develop and motivate people due to constant interaction with other people at any level of the District; Ability to make effective presentations to the Board of Trustees, college constituencies, and outside agencies, organizations and entities; Remain current with educational trends, issues and challenges for community colleges; Ability to work in a diverse environment and be sensitive to issues of diversity and inclusion. 2.
