POSITION DESCRIPTION TITLE: EXTENDED TITLE: FLSA STATUS: Executive Director Executive Director, Physical Plant Exempt CATEGORY: Administrative GRADE: E JOB SUMMARY: Responsible for the strategic planning and operational management of the department. Coordinate and direct the design, planning, construction, maintenance and alteration of equipment, machinery, buildings, and other facilities of the El Paso County Community College District. ESSENTIAL FUNCTIONS: YEARLY PERCENT OF TIME 20% 1. Act as a liaison between the District and a variety of external agencies and organizations to include but not limited to contractors, public utilities, and city, county, federal and state agencies. Monitor field projects for compliance with applicable laws and regulations. Oversee custodial, grounds, construction, facilities, operations, and maintenance activities. 2. Direct the operation and inspection of all District’s mechanical systems and preventive maintenance programs for the HVAC (heating, ventilating, and air condition) system. 20% 3. Provide personnel management direction and guidance for staff assigned to department, including orientation, training, coaching, and administering performance appraisals. Perform other leadership and managerial duties as required. 20% 4. Manage and control budget expenditures allocated to the Physical Plant department. Develop long-term strategies, goals, and objectives for the maintenance and growth of the department. 15% 5. Plan, budget, and schedule facilities modifications including cost estimates, bid sheets, layouts, and contracts for construction and acquisitions. Develop long range plans, conceptual designs, capital outlays, and contracts for construction and acquisitions. Inspect construction and installation progress to ensure conformance to established specifications and timelines. 10% 6. Assist in the evaluation of potential land acquisitions. Lead negotiations of District maintenance contracts. Ensure implementation of approved programs and projects and evaluate contractors. 10% 7. BUDGET RESPONSIBILITIES: Departmental budgets ESSENTIAL QUALIFICATIONS: EDUCATION: Master’s Degree (or equivalent) in Engineering, Construction, or related field. EXPERIENCE: Nine (9) years experience in construction management, plant operations management or directly related field. SPECIAL SKILLS AND ABILITIES: 1. Skills/Abilities: Must have working knowledge of all phases of construction, facilities design, construction, and service/maintenance trades and related fields; Must have the skill and ability to plan, organize, lead, and control personnel and operations of a large department; Ability to exercise good judgment and make independent decisions; Ability to establish and maintain cooperative working relationships with others; Effective communication (orally and in writing) and problem solving skills in a variety of circumstances. 2. Equipment Used: Personal Computer and other equipment associated with a general office environment (copier, phone, fax, etc.) as well as a familiarity with hand tools, heavy construction and maintenance equipment, and computer operated equipment. 3. Software Used: A variety of word-processing, spreadsheet, database, e-mail, and presentation software.
