POSITION DESCRIPTION TITLE: FLSA STATUS: Risk Manager Exempt CATEGORY: GRADE: Professional E JOB SUMMARY: Manage and administer a variety of activities associated with determining validity, assessing liability and risks related to workers’ compensation claims. Provide professional service to implement and administer District’s Safety Program. Conduct training and audit program components to ensure safety hazards are controlled or eliminated. ESSENTIAL FUNCTIONS: YEARLY PERCENT OF TIME 20% 1. Develop and manage the District’s Safety Program. Develop training programs for employees to reduce the cost of Workers’ Compensation and work related injuries. Responsible for identifying hazardous workplace conditions and provide training to promote safety in the workplace. 2. Coordinate, conduct and evaluate periodic safety, fire and/or hazardous conditions or substance inspection of all district facilities, equipment and employee work practices, recommend changes and coordinate implementation. 15% 3. Evaluate district programs and operational policies and procedures for compliance with local, state and federal agency safety, health and environmental regulations. Build and maintain liaison with various state (THDS, TNRCC, TWC) and federal regulatory agencies (EPA, OSHA) and local departments (EPFD, City/County Health Department). Serves as the permanent Chairman of the District Safety Committee. 15% 4. Investigate and document accidents and safety complaints or violations; recommend preventive action; prepare and maintain reports/records as required 10% 5. Manage and administer the activities of the District’s self-insured Workers’ Compensation Program, including investigation, adjustment of losses, claims administration and hearing attendance; ensure legal compliance. 10% 6. Manage, review, evaluate medical reports, employee files and audit reports; process claims. 10% 7. Establish and maintain records/files; prepares forecasts and cost analyses, reports; prepare and submit check requests. 10% 8. Develop and maintain “Risk Management” web page. 5% REPORTING RELATIONSHIP: Associate Director, Human Resources SUPERVISORY RESPONSIBILITIES: Provide direct supervision to staff assigned. ESSENTIAL QUALIFICATIONS: EDUCATION: Bachelor’s degree in area of specialty. EXPERIENCE: Five (5) years directly related experience. CERTIFICATIONS/LICENSURES: Associate Safety Professional (ASP). Must have a valid Texas driver’s license and insurable by the district’s auto liability insurance carrier. SPECIAL SKILLS AND ABILITIES: 1. Skills/Abilities: Experience and ability to apply knowledge of federal, state and local health and safety regulations to include codes and standards, DOT, OSHA, HAZMAT, NFPA, etc. Working knowledge of COBRA, FMLA, ADA, HIPAA, Environmental Health and Return to Work Programs. Experience in fund accounting and/or financial management, reporting and actuarial projections. Effective communication and problem solving skills in a variety of circumstances and diverse population; effective organizational and detail oriented skills. 2. Equipment Used: Personal Computer and other equipment associated with an office environment. 3. Software Used: A variety of spreadsheet, word-processing, database, e-mail, and presentation software.
