Position Title: Department: Reports To: FLSA Status: Human Resources Director Administration Mayor, Board of Aldermen and City Administrator Exempt Grade: 16 Position ID: HRDIR JOB SUMMARY This position is responsible for the developing, implementing, maintaining, revising, interpreting and administering all Human Resources functions, labor relations, and employment policies and practices. ESSENTIAL DUTIES AND RESPONSIBILITIES Establishes implements, communicates, and administers all Human Resources programs for the City of Wentzville. Responsible for training and development concerning all pertinent HR related issues. Partners with the City Administrator to develop, communicate, and enforce policy and procedures related to employee performance and conduct. Ensures timely and regular conducting of employee evaluation process. Directs and ensures compliance with the City’s conflict resolution policies and procedures. Manages Labor Relations, negotiating contracts with all bargaining units of the City. Establishes and interprets policies and processes for employees and supervisors and ensures consistent application. Manages recruitment activities for the City. Responsible for benefits program management. Ensures compliance with federal, state, and local laws, for all HR related issues Provides respectful, professional, positive service in all interactions between co-workers and internal and external customers Maintains a positive and productive environment ensuring compliance with policies, procedures, goals and objectives of the City and Department Maintains equipment and supply inventory; maintains records relating to receipt and issuance of materials or equipment; prepares purchase and supply requisitions Performs a variety of confidential and sensitive assignments Selects, trains, supervises and directs the work of employees and consistently applies policies and procedures in an equitable manner Cooperates, assists, and communicates timely, accurately and effectively with all departments, maintaining a positive environment and positive communications with fellow employees and the public to achieve mutual goals Responsible for approving payroll in compliance with all city policies, procedures, state and federal regulations Responsible for enhancing employee performance through establishing and communicating clear expectations and evaluating performance in a fair and professional manner Prepares and monitors division budget seeking continuous improvement and maintaining fiscal responsibility Develop bid specs, evaluate and write justifications for selection of vendor to be awarded, generate and approve purchase requisitions, monitor department purchases for compliance to purchasing policy, approve department purchases, monitor products and services received for compliance to contract Works with an elected Board and operates, at times, in a sensitive political atmosphere Prepares well thought-out and clear reports for the City Administrator, elected officials, and the public Other duties as assigned Human Resources Director February 2012 SKILLS & QUALIFICATIONS Minimum Bachelor’s Degree in Human Resources, Business, Organizational Development or related field, Master’s Degree preferred Seven years of progressively responsible Human Resources management experience.
