Position Title: Department: Supervisor: FLSA Status: Stormwater Management Coordinator Engineering City Engineer Non-Exempt Grade: 12 Position ID: STMGCO JOB SUMMARY This position is responsible for coordinating the Stormwater Management Program and regulatory compliance requirements of the City’s NPDES Stormwater Permit. This work includes providing program administration and enforcement, design review, and technical specification development. This position also interprets and applies a variety of regulation to the administration of stormwater management utilities. ESSENTIAL DUTIES AND RESPONSIBILITIES Develops, implements, evaluates and annually reports on the City’s National Pollutant Discharge Elimination System (NPDES) Municipal Separate Sewer System (MS4) Permit Provides technical information regarding the local, state and federal stormwater and solid waste regulations to consultants, contractors, developers, staff and residents Develops and maintains website and community outreach and other marketing materials Performs site inspections to ensure compliance with stormwater regulations for pollution prevention Investigates and recommends solution for stormwater concerns Coordinates public volunteer, outreach, and training programs to improve and maintain community water quality Coordinates and oversees the work of others consistently applying policies and procedures and keeping superiors informed of any potential performance concerns Prepares and maintains the Stormwater Operating and Capital Improvement budgets Maintains the Engineering Division files relating to stormwater programs and permit compliance Researches and oversees preparation of grant or other funding source proposals and contracts Assists with other environmental issues (ie: solid waste, recycling, etc.) Provide respectful, professional, positive service in all interactions between co-workers and internal and external customers Maintain a positive and productive environment ensuring compliance with policies, procedures, goals and objectives of the City, Department, and Division Develop bid specs, evaluate and write justifications for selection of vendor to be awarded, generate and approve purchase requisitions, monitor department purchases for compliance to purchasing policy, approve department purchases, monitor products and services received for compliance to contract Maintains equipment and supply inventory; maintains records relating to receipt and issuance of materials or equipment; prepares purchase and supply requisitions Cooperates, assists, and communicates timely, accurately and effectively with all departments, maintaining a positive environment and positive communications with fellow employees and the public to achieve mutual goals Other duties as assigned. Document1 March 2012 Page 1 of 2 SKILLS & QUALIFICATIONS BS in engineering, environmental science, or related physical or natural science field preferred 2 years of municipal stormwater management preferred Supervisory experience preferred Excellent oral and written communication skills Knowledge of stormwater management methods and materials, and NPDES MS4 permit requirements. Excellent problem-solving and practical skills.
