Minutes: The minutes of January 6 were approved with the following changes:
Under Allene Quarles: delete bullet #1 and the clause in bullet #2 that starts with
“however.”
Under Rocky Bonura: delete the sentence that begins with “Salary…”
Budget: Information from the January 9, 2004 News Release from the Chancellor’s Office was shared with the group. It was noted that this is only what the governor is proposing; the legislature still has to agree. Highlights:
The new Chancellor will start on January 18.
No mid-year cuts have been proposed.
Enrollment growth of 3% has been funded for 2004-05.
$80 million for equalization.
Augmentation preserved in 2003 budget account.
PFE will be in the general apportionment base.
The enrollment fee will be raised from $18 to $26 per unit.
The $50 baccalaureate fee will be reinstated.
No COLA.
No increase in PERS retirement cost.
It was noted that the governor’s proposals are all based on the assumption that the $15 billion bond measure will pass. Vic and Pam will be attending the budget workshop in Sacramento this
Thursday.
Copies of the January 6, 2004, memo re: exemptions from the hiring freeze were shared with the group. It is a listing in priority order of permanent positions recommended for exemption from the hiring freeze. No casual or temporary positions are included.
Committee Reports/Division Issues
Satish Warrier
The new voice mail system is in the process of being installed. The cutover to the new system will be tomorrow evening. Existing messages will be lost as a result of the conversion. It was noted that the current system only holds unread messages for 21 days (14 days for previously read messages), after which it automatically discards them. Therefore, faculty members won’t be losing any messages that they wouldn’t have lost on the old system.
Scheduling training on the new system will probably not be possible until next week. Satish noted that, contrary to his original report, the new system will conform to industry standards; consequently, the buttons will be different
They are still experiencing problems with Portal; the vendor is working to resolve them.
Donna Manno
She will be putting out a Q-Builder training schedule. The plan is to do training in small, as-needed pieces.
Flex Day will be February 11.
Maurice Elmore
The floors in the gym have been refinished and restriped.
They are deep cleaning a number of areas on campus.
So much old furniture is being replaced with new furniture that they are finding it necessary to store it out by the Stadium. It was noted that it needs to be declared surplus before it can be given to local schools.
David Miller
Replacement of the water and fire lines in front of the Administration Building is going well. Temporary reserved parking stalls will be numbered sequentially.
They are assisting students in Industry and Technology with a project to build a permanent storage building.
Pam Fees
The carpeting in the Accounting Office was installed last night.
Due to popular demand, the Budget Book has been sent for a second printing and should be available for the management meeting next week.
Janet Clarke
If she is to have a proposal ready for the next Benefits Committee meeting, she will need input as to what will be expected from the consultants. A meeting with
Janet, Valerie Jeffrey and Vic will be set up for Friday.
She will be retiring as of June 30, 2004.
Bob Gann
The Library expansion is one of ECC’s Five-Year Capital construction projects, and it is in the governor’s budget for 2004-05. If the bond passes in March, the
State will fund additional monies for equipment.
Marcy Wade: She will return on January 27 th
.
Allene Quarles: Since Liz Stewart’s retirement she has been getting questions from employees in Facilities regarding timesheets. Maurice noted that employees get a monthly sick leave and vacation report, and if they still have questions after reading it, they should be referred to their supervisors.
Janice Ely
In spite of the carpeting installation, they have managed to provide cashiering services at the front counter and via the Web.
Payroll training will take place tomorrow.
She noted that issue of who will process casual and temporary employees is critical and needs to be resolved before school starts. Vic noted that the position is still in Pat Caldwell’s areas; consequently, John Means and Mattie Eskridge are currently in charge of this function. Human Resources will not assume this function until the HR Technician position is filled.
