March 15, 2012

A scheduled meeting of the Community Advancement Division Council convened at 1:30 pm at the Business Training Center in Room 2.

Review of Minutes from February 7th meeting

Minutes approved as written.

Department Updates o Grants – Kristi Adams:

1) Investigating Gateway to College National Network Grants program – focuses on dual enrollment for students who have dropped out of high school or have a very low chance of achieving a high school diploma. Community College would be the lead and partner with a local school district or multiple districts. Agency offers lots of support to their grantees, including aligning curriculum to become dual enrollment, training faculty and staff involved with the project. Students would benefit by gaining their high school diploma and substantial college credit (be well on their way to an associate degree or transfer.)

2) Amplifund, Streamlink Software – we now have new grants management software.

We had problems with Access database and it was not going to be user friendly enough to be accessible to project directors and others to manage their grants. We are in the training phases and data transfer phases and will eventually be able to offer training to grant funded staff so they have a useful tool to manage their projects.

3) Grants Office Is planning a Project Directors/grant staff “Round Up” Meeting in April to connect with each other about working on grants at ECC. Will share best practices, tips and ideas.

4) Two NSF grant proposals are still pending notification of award

– Partnership

(subcontract grant) with UCLA Center for Engineering Excellence and Diversity (Don

Goldberg) and the Guest Mather Teacher Project (Judy Kasabian).

5) Bobby will be writing RTFs (Rapid Training Fund) and IDRCs (Industry Driven

Regional Collaborative) coming up. We get 90 days after notice of funding availability. Currently waiting for announcements.

6) Kristi currently looking for funding for a teacher education program and a STEM teacher education program.

7) Currently working on another US Department of Agriculture (USDA) Higher

Education Challenge grant which is due March 30 th because we were not funded for the HIS grant which was aimed at creating more and better environmental technology curriculum. o Center for Applied Competitive Technologies – Traci Traina:

1) H-1B grant budget done and contracts to Cerritos and North Orange Community

College District have gone out. Next we are meeting with the Workforce Investment

Board to discuss placement.

2) NSF Grant: The National Science Foundation (NSF) team will be here March 27-29.

On the 28 th , we will be video taping one of our modules. On the 29 th , the team will

attend WESTC and work on the final report. The Hi-Tech Conference is coming up in

July. We will be promoting the NSF. Ed Lugo (Northrop Grumman Corporation) and

Jennifer will be presenting at a breakout session and John and Buford will have a poster presentation.

3) Naomi Tokuda has been selected as Director for Career Pathways and started

March 1 st . She will have CTE (Career Technical Education) programs and the CAA

(Career Advancement Academy) grant. The CAA is underway and offering classes at both ECC and Compton Education Center. Currently in the process of transitioning these programs over to her.

4) North Orange County RTF – Working with North Orange County to train incumbent workers and working poor.

5) North Orange County JDIF – Working with North Orange County to train unemployed and dislocated workers. We will outreach to 1,275 in each grant working with partner colleges WIBs (Workforce Investment Board), Worksource Centers, One-Stop

Centers, Veterans, Cal WORKS and EWDP Initiative Centers.

6) Training Status: Certified Quality Engineering (CQE) and Certified Software Quality

Engineer (CSQE) classes will be conducted at the Northrop Grumman Facility in San

Diego. Classes will be held each Friday starting April 20 th through June 1, 2012.

They will take the ASQ Certification Exam on June 2 nd . Project Management

Professional was cancelled due to low enrollment.

7) Conferences: California Community College Association for Occupational Education

(CCCAOE) March 21-23 in San Francisco. WESTEC March 27-29 at Los Angeles

Convention Center.

Alicia Zambrano:

8) Career Advancement Academy: We just finished out CAA Winter Academy and started our Spring Cohorts in MTT and Welding. Many of our students are still moving forward in finishing up their one year commitment to the program.

Preparations are underway for setting up industry tours and other activities for the spring semester.

9) CAMS: We finished registration for spring semester. Currently, we are offering 4 sessions with college credit at CAMS in areas of MTE 75, ETEC 14, 15, & 18.

Working on setting up a meeting with Dean Murray and out CTE Collaborative to explore other options to still provide college credit to the other PLTW program at

CAMS without having to generate FTES.

10) Robotics: Unfortunately Dean Murray had to cancel this semester MTEC 75 class on campus due to low enrollment and also because he did not allow any 9 or 10 graders to enroll, therefore most of our participants were a few college students and 11-12 grade students. We had a possible of 15-17 students but we needed to have at least

20 students. Will propose to have class at one of our feeder schools next semester.

11) Aerospace Fastener Program/Industry Driven Regional Collaborative (IDRC): This semester we are at full capacity and waitlisted for both the morning and evening program. We are at over 50 students registered so far and waiting for a few more to finish up their registration process. o Center International Trade Development – Maryann Cohan:

1) Maurice and Bronwen attending NASBITE in April.

2) Maurice going to Washington DC for two conferences.

3) STEP grant looking at events covering food and apparel to sponsor businesses. o Community Education – Veronica Mendoza:

1) Professional Development Classes update: We were able to run the Pharmacy

Technician class with 12 students. Very low enrollment numbers, but enough to run

the class. February Veterinary Assistant class was cancelled; April class currently has 7 enrolled.

2) Special Events Updates: a) Upcoming 2 nd annual Mother-Daughter Tea – Viva

Mexico Themed , May 12, 2012 will now feature Latina Chef, Lizette Lopez De

Arriaga with the theme of “Family Food Stories – What’s your family’s food story?”

Chef Lizette will present tamales as her story and encourage the moms and daughters to submit their favorite unique family recipes. b) Torrance Cultural Arts

Center’s City of Torrance Centennial – A Celebration of the Year 1912 associated wit h ECC Community Ed’s Museum Excursion on June 9 th to Southwest Museum’s

Braun Library (contains historical items related to the city of Torrance’s founder,

Jared Sidney Torrance) which already has 7 people signed up. Also being presented: 1912: Visions of Emerging New Worlds Lecture & Discussion Event for

May 24 th that includes ECC Adjunct English Instructor Kathryn Hall and ECC

Professor Dr. Michael James Eula. c) Cake decorating class high schools kids at

Torrance Bakery.

3) Scheduling/Planning continues for summer 2012 Kid’s College to take place from

July 2 – August 10, 2012: New classes will include Light! Action! Puppets! Theatrical

Puppetry (Grades 25) and ‘Lil Pixies Enchanted Fairy-Adventure Camp (Grades 1-

5) . Marketing campaign starts next month in magazines LA Parent and What’s Up

For Kids?

Alexis Estwick – Foster Care:

There are three programs under Foster Care. Foster and Kinship Care Education

(FKCE) covers training for youth, Youth Empowerment Strategies for Success (YESS) covers youth transitioning to become independent and Model Approaches-Partnerships

(MAPP) which is a pre-service for foster and adoptive parents. o Center for Advanced Customized Training Solutions (A.C.T.S.) – Maricela Vital

Employment Training Panel (ETP)

ET11-0204 is in process of invoicing for all trainees that are reaching 90-day retention period.

ET12-0143 (2-year contract) is currently conducting training.

ET11-0806 Alternative & Renewable Fuel & Vehicle Technology Contract classes are on-going. Contracts in place for training partners Barstow CC, Cerritos CCD, College of the Desert, Long Beach City College, and Rio Hondo College. City College of San

Francisco and Kern CC are in the process of getting Board approvals.

Contract Education:

City of Torrance

’s Customer Service Academy Sessions 40 and 41 are currently taking place. D evelopment Dimensions International’s five-module training was launched last week.

Other Activity: Training schedules for various ETP contracts are now in Share Point.

Marketing materials are being developed with our new name, Center for Advanced

Customized Training Solutions. Web page is in process of being developed. o Small Business Development Center – Laura Garinger:

1) Star Van Buren will be attending the California SBDC 2012 Legislative Summit

March 27-28 in Sacramento. All SBDC service center directors will be attending.

This Legislative Summit is the SBDC program’s chance to showcase success stories and educate state legislators about the SBDC services provided to businesses in their districts and throughout the state.

2) We have hired a new advisor Jeremy James. His expertise lies in Website design and development. His calendar is full for the one day a week he is here at the center. Website design and development is in demand by most businesses now that everyone uses the internet to look up businesses and information.

3) Star Van Buren, Becki Walker and Bronwen Madden have been busy visiting and participating in local Chamber of Commerce meetings and mixers. Redondo Beach expressed interest in having one of our advisors conduct advising sessions there at least one day a week. The City of Torrance is another possibility.

4) We have held 22 reported workshops since January. Some are free and some fee based. o Workplace Learning Resource Center – Denise DiPasquale:

1) Continuing resume writing and interview skills preparation for veterans of U.S. Vets in Inglewood.

2) Accompanied Jason Essler of the Green Building Project to his speaking presentation to 10 th graders at Leuzinger High School.

3) Participated on Department of Labor State of the Union Manufacturing Call.

4) Attended the following events: El Segundo City Council meeting to report on South

Bay WIB activities; South Bay WIB Executive Board Meeting; South Bay Regional

Chamber of Commerce Installation Luncheon; presentation by UCLA environmental students to students at Carson High School as part of Introduction to Sustainability; and Job Development Workshop put on by the North Orange County Community

College, Center for Applied Competitive Technologies Department.

Maryann Cohan

1) Terminal Island classes scheduled: Welding, March 5-June 6, 2012; AutoCad 5,

March 19-June 2; Machine Shop Math, March 19-May 9; Parenting March 21-June 6;

Solar classes to begin after July 1. Metropolitan Detention Center’s 3 rd Parenting class will start after prison does background check on new instructor.

2) Maritime Training: Standards for Training Certification and Watch keeping (STCW) class – March 20. Tankerman May 29-June 2. Vessel Security Officer March 25-26.

Effective February 1 st , all workers that tend to offshore rigs must have fire fighting training. We’ve had inquiries from Exxon Mobile and SoCal Shipping.

3) WpLRC has been meeting with TSA for training classes.

4) Disney Cruise Line still doing training.

Discussion o Grants: Centers will be renewed. We will be putting in for IDRC, JDIF and RFAs.

We will be going after a TAA, Department of Labor grant which is very competitive and hope is that politics will not play a part in the election of winners. o College Budget: Future cuts hinge on the outcome of the November vote. The teacher’s union and the governor have consolidated their proposals and have come o up with something that works for both.

Other Issues o Need to obtain information regarding sexual harassment. Center for Advanced

Customized Training Solutions will present a video during lunch hour for those interested.
