Meeting Notes
March 19, 2014
Present: Martha Aaron, Jose Anaya, Maryann Cohan, Tracy Traina, LauraLee Garinger, Jennifer

A scheduled meeting of the Community Advancement Division Council convened at 1:30 pm at the
Business Training Center in Room 21.
Review of Minutes from January 9th meeting
Minutes approved as written.
Department Updates
o Career Pathways (CP) – Megan Ruane:
1) Finished enrollment of students. Finished enrolling all the students in the spring
semester. Starting to talk to the high schools about grades and attendance because they
are due earlier this year in May. Their semesters don’t end until June. Naomi is working
on a lot of other grants right now that are due soon. We are trying to get parents more
involved with the high school students so we thought about sending transcripts home. We
thought about sending letters home saying who completed a full year. We’re also going to
start working on articulation. We’re trying to look at an articulation campaign. With the
Project Lead the Way schools in our area, we can have a postcard sent home and say you
can go ahead and receive credit for the class(es) that you took in high school.
Alicia Zambrano - Compton:
2) We’re working on the cohorts we have for the Career Advancement Academies. Right
now we have one cohort in mid-semester in Machine Tool Technology in Aerospace. We
have 20-25 students in our Career Pathways Academy. We have three linked classes;
Machine Tool Technology, Human Development, and English 82. Not everyone qualifies
to be in English 82. We’re meeting with some of the high schools to develop our Project
Lead the Way (PLTW); trying to implement it actually. We have been supporting the
schools and training their faculty to teach the Project Lead the Way program on their
campus. We have started working with districts committed to launching the PLTW
program. That’s Lynwood Unified School District and Compton Unified School District.
They are doing great. We just finished a major program on campus in which Career
Pathways took part. It was a free income tax preparation event we usually offer to the
community, to the students and others. We get 20-25 tax experts, hosted by Turbo Tax,
that come on our campus and help individuals do their taxes and do e-file for free. They
provide the software and technical support. There was also a Cash for College event.
Between both events we served over 250 individuals with help with their application and
also do their Cash for College. We brought key organizations to provide information about
Obama Care, immigration reform and a lot of WIT (Women in Technology) services. We
also participated in another major event which was a Community Day by the Baseball
League on campus. They bring baseball stars, high school bands, games and resource
fairs. There were over 2000 people who came. Something else we’re working on is the
“Girls in Technology” Conference hosted by Career Pathways, CTE (Career Technical
Education) and other programs in our Career Technical Education Division. The whole
purpose of the conference is to attract more girls/women into our non-traditional careers.
We’re linking up with WINTER (Women in Non-Traditional Roles), WIT (Women in
Technology) and faculty members. They’re all excited about offering some workshops for
the girls. For summer we are getting our outreach and marketing for our programs. For
Aerospace and Machine Tool Technology we are going to have four classes. In the

morning we are having two classes which will be our Machine Tool Technology 101 and
Aerospace Fastener program. At night we’re going to have Machine Tool Technology 101
and Machine Shop Calculations classes. Usually the morning class is for the high school
students and that’s primarily where we go to do the outreach for those. Just finished
OSHA training for both for 32 students.
Center for Applied Competitive Technologies (CACT) – Tracy Traina:
1) Mentor Protégé program in Rialto: We are good for year two. We hope it goes for 3 years
and we hope some kind of an award for the company will come out of it. We are taking
their manufacturing CEOs and VPs to a small machining company on Friday and Orbital
will be there with them. We want to show them what a high end machining company can
actually do. They are having problems trying to figure where they want to go. They are a
big company but have archaic machines. From there, they are going to go to Northrop
Grumman to see what they do.
2) HIB Grant: We conducted an internal audit to ensure that all documentation is in place.
3) We are also going to help Northrop Grumman reinstitute their apprentice program and give
Northrop company employees an opportunity to do GD&T (Geometric Dimensioning &
Tolerancing).
4) NSF Grant: Going over the final report. Still waiting to hear if we’re going to get funding
for the next NSF grant.
5) CQE (Certified Quality Engineer) class: We will do one four Saturdays in May with Joe
DiSimone. It will take place at the Business Training Center in Hawthorne.
6) We’re going to sponsor a West Coast Manufacturing Conference. Joe Weichman will be
doing a presentation at that time.
7) We are doing our last session of our WIP (Workforce Innovation Partnership) grant this
summer. We’ll have three cohorts: ECC, Cerritos and Compton.
8) Deputy Sector Navigator: We’re going to have one of our regional chairs come out for a
visit.
Community Education – Veronica Mendoza:
1) Summer 2014 Kid’s College Flyers: Begin distribution at Manhattan Beach, Redondo
Beach, Torrance and Hawthorne school districts next week.
2) Summer 2014 Catalog; summer scheduling/programming complete. Scheduled to be in
homes the first week of April.
3) Pharmacy Technician Program: Beginning to place students from the first cohort of the
newly created in-house Pharmacy Technician Program into externships. Community
Education is proud to announce that externship partnerships have been established with
the following Pharmacies: CVS Pharmacy, Inc. (Torrance, Lawndale, Gardena and
Carson), Children’s Hospital (Los Angeles), Kovacs-Frey (Redondo Beach), and
Providence/Little Company of Mary Medical Centers (Torrance and San Pedro).
4) 2014 Ten Years After Events: First event on the topic of Facebook with ECC journalism
and Mass Communications instructor and 4X Pulitzer Prize-winning Gary Metzker was a
success. Torrance Citicable is rebroadcasting the event in entirety.
5) Room reservations, contracts and all other department tasks are in process for summer
2014.
Center for Customized Training (CCT) – Maricela Vital (not present):
1) ETP 14-0800 AB118 Alternative & Renewable Fuel & Vehicle Technology Contract: Our
program is facing unforeseen delays, in part because Long Beach City College
experienced the closure of the department in charge of training. City College of San
Francisco (BART) is scheduling classes, as is Cerritos Community College. Rio Hondo is
planning to partner with us once more. Eldon and Janet Malig (Cerritos CCD) have been
invited by the American Public Transportation Association (APTA) based in Washington,
D.C., to address participants at the 2014 Bus and Paratransit Conference on May 5th in
Kansas City, MO.

2) ETP 13-0125 Two-Year Contract: Esterline Defense Technologies’ Supervisory classes
(2) will end on April 22nd. Their Lean Manufacturing class will conclude on April 7th, and
their Root Cause Analysis class completed training on March 3rd. Another company under
Cerritos CCD finished their GD&T training in early March. All funds for this contract have
been fully allocated.
3) ETP ET14-0217 Two Year Contract: Through our training partners, a total of three
companies have completed training and an additional seven companies are currently
receiving training. Under the BTC, Weber Metals will begin two Blueprint & Shop Math
classes on March 27 and 28.
4) Contract Ed: Space Exploration Technologies (SpaceX) occasionally requests SQL
(Structured Query Language) training. City of Torrance successfully launched a new
series of DDI (Development Dimensions International) training.
5) Other Activity: Our department is gearing up to attend the Space Tech Expo in Long
Beach on April 1-3.
Grants – Jennifer Hutcherson:
1) Still working on the AB86 Adult Education Program. We have contracts out with all the
districts. Working with Naomi on the California Career Pathways Trust application that is
due March 28th. (Jose) It’s $250 million, it’s being released by the California Department of
Education and it really is to create an infrastructure at the K-12s and CTE type career
pathways. El Camino is working on four. The first one being a $15 million grant with El
Camino, Compton, Long Beach, Cerritos and Pasadena. The emphasis is on advanced
manufacturing. The next one is with some feeder districts for Health Care. Centinela is
doing its own and it is $600,000. We’re partnering on that one. There’s another one that
Inglewood is leading for $600,000 and its advanced manufacturing. It would be nice if we
got half of them.
Small Business Development Center (SBDC) – Laura Garinger:
1) Star Van Buren is currently in Sacramento along with the rest of the California SBDC
Networks for a legislative visit for the California SBDC Advocacy Days. This is to help
carry the message of small business to the State Capital. They will meet newly elected
and veteran members of the State Legislature and educate them about the SBDC and its
impact on the small business and the state economy.
2) Star Van Buren and one of our ECC SBDCs Success Story Clients will be attending a
Coffee with Go-Biz event on Friday, March 21st. Attending the event will be Assembly
member Al Muratsuchi and other small business owners in the ECC SBDC area. Our
SBDC client will speak of how our center was able to help him achieve his goals. It will be
held at the Torrance Cultural Arts Center in the George Nakano Theatre from 8am to 9am.
3) The ECC SBDC and all other centers in the Los Angeles Network region have been asked
to send a letter to Jose Medina our California State Assembly member regarding the AB
2670: Small Business Technical Assistance Act of 2014 – Support. The AB 2670
designates the Governor’s Office of Business and Economic Development as the lead
state entity for overseeing the state’s Small Business Development Centers. In addition,
the state identifies the small Business Development Centers as a federal program,
operating in California, in order to promote and encourage California small businesses to
take advantage of free counseling, low-to-no cost training and many other services
provided by the Small Business Development Centers.
4) We finally received our year 2014 SBDC Network Service Center Agreement for $300,000
from the Long Beach lead center. It will go to board April 21, 2014.
5) A few SBDC workshops remaining for the month of March are the Import workshop on
March 20th from 3pm-5pm, The Basics of Starting a Business on March 25th from 6pm-8pm
and Get Your Business Online: WordPress 101 on March 27th from4:30pm-6:00pm. All will
be held here at the Business Training Center.

Workplace Learning Resource Center (WpLRC) – Maryann Cohan:
1) Terminal Island: Welding Contract ongoing to May 30, 2014 with Instructor Henry
Jackson.
2) Parenting five-year bid awarded to WpLRC. Instructor Bobbie Lanham. Classes begin
April 1, 2014.
Metropolitan Detention Center:
3) Parenting on-going. Instructor Theresa Reed.
4) Blueprint for Success. Instructor Theresa Reed.
STCW-95 (Standards for Training Certification and Watchkeeping): We’ve sent out
flyers with our Schedule and Brochure.
5) STCW Class: Full class on April 22-26.
6) Lifeboat Class: Full class on April 8-13.
7) Advanced Fire: Depends on ECC Fire Chief.
8) Tankerman: Minimum of 5 students needed
9) Medical Provider: Minimum of 5 students needed.
10) Security Awareness for all Seafarers/half day class: Class March 31 is open.
11) Security Awareness for Seafarers with Specific Security Duties: Class March 24 with10+
students enrolled.
12) Vessel Security Officer (VSO): March 19 emailed Short Form Agreement. May be 6-8
weeks for approval.
13) Effective February 1, 2013 all workers who tend to off-shore rigs must have fire training.
Ten plus students are waiting for Advanced Fire class
Disney Cruise Lines: Disney is coming back. They will be here May 7th and 8th for
training. They do Personal Survival Techniques with 4 hours in the pool.
Discussion (Jose Anaya)
a) Professional Development – We were talking about offering professional development. I
would also like to invite other departments on campus to participate. One of the areas that we
want to hold training on is “conflict resolution”. But I also want to ask if there are any other
topics that you would like to receive training. Typically, we will have the training on Friday and
use our own instructors. I’d like to do a few topics and see how it goes. I also want to invite
other departments to participate. Think about what topics you would want to see. (Alicia)
Social Media would be one.
b) End of Year Activities – Fast approaching the end of our fiscal year and with that there are a
number of deadlines that we have to be mindful of. Tuesday, April 1st is the deadline to order
supplies and equipment for all funds including special projects and grants. Can’t order
anything after April 1st. May 30th cut-off date for buying merchandise on all blanket purchase
orders and for office supplies. June 30th last day to receive merchandise or services and last
day to turn in invoices and packing slips for payment.
Other Issues
Maryann Cohan: Issue regarding name tags for students when they come in. They are given file
folder labels to put their name and the date on and attach to their shirt while they are in the building.
It’s supposed to be done for everybody but I know it’s not because others aren’t doing it. The other
day I didn’t want the tacky ones being used. They get tent cards on their desk in the classroom. I
don’t mind ordering the “Hello, I am ……” but I want to know what other people think. I know
sometimes the sticky stuff ruins people’s clothes. Let’s come up with a process.
(Jose) Whatever the process is it has to be repeatable and consistent. The intent was that everybody
would get an event tag. If we’d see someone without a tag, we would ask “Can I help you?”. Now it is
morphed into just your group. So it’s not working.
