Meeting Notes
October 17, 2012
Present: Martha Aaron, Jose Anaya, Maryann Cohan, Alexis Estwick, LauraLee Garinger,
Veronica Mendoza, Megan Ruane, Alin Sanchez, Traci Traina and Maricela Vital
A scheduled meeting of the Community Advancement Division Council convened at 1:30 pm at
the Business Training Center in Room 2.
Review of Minutes from May 9th meeting
Minutes approved as written.
Department Updates
o Center for Applied Competitive Technologies –Traci Traina:
1) North Orange County JDIF (Job Development Incentive Fund) and RTF (Rapid
Training Fund) grants: Through our JDIF grant we continue to offer Machine Tool
Technology 101abcd at Compton Center.
2) National Science Foundation (NSF): The committee is currently writing a new NSF
grant proposal. We are applying for an NSF Center funded grant. The Principal
Investigators (PIs) will be attending the NSF ATE (Advanced Technology Education)
National Principal Investigators Conference October 24th-26th. We will also have a
booth promoting our program.
3) H1B Technical Skills Training grant: Holding regular meetings with our partners
(Cerritos College and North Orange County Community College District) to review
timelines and set up training. The focus of this grant is to train unemployed and
incumbent workers.
4) Workforce Investment Partnership (WIP): We continue to hold summer classes at
Cerritos College, El Camino College and Compton Center. We continue to train high
school students and to date have exceeded our grant goals.
5) UCLA Center for Excellence in Engineering and Diversity (CEED): 10th and 11th
grade students residing in urban areas and who are interested in careers in science,
technology, engineering and math (STEM) based fields, had an opportunity this
summer to attend a SMART program sponsored by the UCLA Center for Excellence
in Engineering and Diversity (CEED).
6) Training: The CACT is conducting a 30-hour Certified Manufacturing Technologist
(CMfgT) course for Northrop Grumman engineers. Training is being held once a
week from September 19th – November 21st at the Space Park facility. The CACT
just completed two 3-hour cohorts of Heating, Ventilation and Air Conditioning
(HVAC) for employees of Northrop Grumman. A 24-hour Certified Quality Engineer
(CQE) course will start October 20th. Attendees will be taking the ASQ Certification
Exam on Saturday, December 1st.
o Center for International Trade Development – Maryann Cohan:
1) Maurice Kogon retired. Kerry Bonner leaving for ECO Expo Asia on October 18th.
Currently working on Cleantech Trade Mission (October 30-November 11, 2012) and
ECO Expo Asia (October 27-30).
o Community Education:
1) Final design completion state of winter/spring 2013 catalog is in process. Catalog
will go to the printer soon and should be available by November 14th.

2) Room reservations, contracts and all other tasks are in process for the current
semester as well as for the winter/spring 2013 semester.
3) We have some great classes and events coming up in the new year including repeat
of Adult Pirate Camp, Mother-Daughter Tea (Tiki-themed), a couple excursions and
several new classes in partnership with the Business Training Center.
4) All of our medical programs are looking really good: a) Alcohol and Drug Counselor
training program is currently running smoothly. We have 9 very happy students. It is
great to see their enthusiasm and the opportunities that this program will open up for
them. b) Medical Coding and Billing series – Saturday classes started this past
weekend and is off to a good start with 10 students. Wednesday class begins tonight
and has 19 students. c) Pharmacy Technician (PT), Clinical Medical Assistant
(CMA) and Veterinary Assistant (VA) are all scheduled to begin this month. PT has
19 students, CMA has 5 students and VA has 9 students.
Foster Care – Alexis Estwick:.
1) Model Approaches-Partnerships (PS MAPP): We just completed 4th week of the first
module. There are 16 individuals in the class. First module will finish in two weeks.
2) YESS (Youth Empowerment Strategies for Success): Completed first module of two.
Second module starts October 23rd. Because of decreased funding of 6% this
module will have only one trainer, instead of the usual two. ECC and Long Beach
will not do the second module together. Recruiting is being done for the second
module.
3) Attended Foster Youth Initiative Conference. This is their 5th anniversary. Their
process and function is institutionalized and participants received information about
resources that we can use to enhance the lives of Foster Youth we serve on
campus.
4) Foster and Kinship Care Education (FKCE): Classes are progressing well. The
schedule is on-line and the paper schedule is being circulated. Average attendance
on a Saturday is 11 participants. We will be creating the classes for the Spring
semester in the next two weeks. The first of three Curriculum Advisory Committee
meetings was conducted on October 17, 2012. It was well attended and participation
was high.
Center for Customized Training (CCT) – Maricela Vital:
1) Training continues under three ETP grants.
2) Under 13-125 Grant (2 year) training partners are submitting certifications.
3) AB-118 training is taking place at Cerritos, San Bernardino and Kern. San Francisco
Community College sent in paperwork so they can participate in AB-118 funding.
4) Eldon is developing marketing pieces to promote contract education classes.
5) DDI (Development Dimensions International) training for City of Torrance will be
customized.
6) We are currently working on a redesign of our website.
Small Business Development Center – Laura Garinger:
1) SBDC is starting to offer advising and workshops at the Torrance location in the
South Bay Entrepreneurial Center on Satori Avenue.
2) We are making headway with our goals this quarter. Capital infusion is the only
category in the red and we have some substantial loans in the pipelines.
3) Working with Watts-Willowbrook on the SBA (Small Business Administration)
earmark funding for business assistance. We are starting to get clients from the
community.
4) We have received our new laptops with the 2013 version of Intuit QuickBooks.
(Software is an in-kind match).

5) We will be offering Business Fundability online services to help clients become
“bankable”; in other words to obtain business credit.
6) We plan to offer the Guided Business Plan workshops and the HP Life Training in
the next couple of months.
7) We will be attending the Career Fair on October 24th at ECC on the Library lawn.
8) We have been invited to attend the EDD SBPA (Employment Development
Department South Bay Professional Association) self-help group in Torrance for
unemployed professionals on November 7th. A presentation about the services the
SBDC has to offer will be given. Some unemployed professionals are looking to start
their own business.
Workplace Learning Resource Center – Maryann Cohan:
1) Computer Lab (TA 104A) – Five students are currently receiving training. Subjects
covered are QuickBooks, Office Automation, and the BEST (Business Entrepreneur
Success Training) program. This training is funded through the One-Stops.
2) Terminal Island: Classes provided are Welding, AutoCad, Blueprint Reading,
Parenting and Wheelchair Repair. Motorized wheelchair repair will be added at the
end of this month.
3) Metropolitan Detention Center: Parenting class graduation will take place on
November 14th.
4) Maritime Training Schedule: Lifeboat – November 5-7 & 10, Standards for Training
Certification and Watch keeping (STCW) – November 13-17, Disney Cruise Lines
Personal Survival Training – October 25.
Career Pathways – Megan Ruane:
1) Concurrent enrollment: Twenty-two sections are in place at Torrance, Palos Verdes
Peninsula and Carson High Schools; Lennox Academy, California Math and Science
Academy (CAMS) and Da Vinci. Majority of students have been enrolled. Outreach:
Lennox Youth Build – gives students (between the ages of 18-24) who have dropped
out of school the ability to get a high school diploma (GED). Field Trips: Excursion
planned for October 27th Boeing Day. Also, CSULA will have a tour of labs and
workshops. SB70 grant: Tracking all events that we do. Updated form is on Google
docs and it has been a huge hit. The functionality is much better.
Discussion
o College Bond Measure: Measure E for $350 million will be on the November ballot.
o Tax Initiative: No change.
o EWD sector Strategies Plan: EWD funds our departments and are looking at
creating a new way of doing things. The want to cut up the state into small regions
and they get to choose the sectors that they want. There will be one main sector and
two emerging sectors. WIBs, community organizations, and community colleges will
be included. There will be a lot of discussions and forums. The benefit to the
college will be that it takes decision making out of Sacramento and makes decisions
at the regional level. It will braid funding to leverage funding to make the process
work better. Legislation says LMI gets to pick the sectors. Chancellor’s Office wants
to pick the sectors. This will be implemented in 2013-14. The WIBs are not in a
rush.

We need to think about our holiday function in December.
