POSITION DESCRIPTION TITLE: EXTENDED TITLE: FLSA STATUS: Assistant Director Assistant Director-FA Technical Services and Reporting Exempt CATEGORY: Professional GRADE: D JOB SUMMARY: Responsible for the day-to-day operations for Financial Aid and Veteran’s Affairs departments in planning, implementing, training and maintaining automated systems. Maintain effective control and coordination of all awarding, disbursement and reporting through procedures/policies consistent with those established by the El Paso Community College District administration, federal and state agencies and private donors. ESSENTIAL FUNCTIONS: YEARLY PERCENT OF TIME 35% 1. Manage, coordinate and assess the day-to-day technical support operations for Financial Aid and Veterans Affairs. Responsible for the maintenance and coordination of batch packaging and disbursement of all federal and state funds. Serve as liaison between Financial Aid and Information Technology department. Responsible for overseeing the Financial Aid automated system to include coordination of testing and implementation of changes due to federal/state regulations. 2. Assist in the developing, implementing, administering and evaluating office operations, policies and procedures; ensure compliance with applicable laws and regulations; ensure best practices in regards to technology. Responsible for assessing of computer hardware and software needs for the department. 20% 3. Oversee, manage and maintain compliance for Return of Title IV calculations of federal funds to determine earned or unearned aid, Academic Progress reports. Responsible for the reconciliation of Title IV Pell and Academic Competitive grants that directly affect college funding. 15% 4. Provide personnel management direction and guidance to staff, including orientation, performance appraisal, coaching and personal and professional development. Participate in the hiring, evaluating and termination of staff; mentor, assist and train staff on new rules, regulations, procedures and programs. 10% 5. Oversee the preparation of federal and state reports to ensure fiscal accountability for all financial aid programs. Assist with annual audits. 10% 6. Participate in Financial Aid outreach activities. ESSENTIAL QUALIFICATIONS: EDUCATION: Bachelor’s degree in a related field. EXPERIENCE: Five (5) years related experience. SPECIAL SKILLS AND ABILITIES: 1. Skills/Abilities: Comprehensive knowledge of federal Title IV and state program regulations Demonstrated ability to handle multiple tasks and complete various projects within designated deadlines. Excellent leadership and organizational skills with the ability to analyze a broad range of problems and considerable reasoning and judgment in planning and coordination of work; Excellent communication skills both written and oral; Demonstrated ability to produce and maintain accurate date and to write technical reports using statistical information. 2. Equipment Used: Personal Computer and other equipment associated with an office environment. 3. Software Used: Integrated administrative software (e.g. Banner), and a variety of wordprocessing, spreadsheet, database, e-mail, and presentation software.
