POSITION DESCRIPTION TITLE: President of the College CATEGORY: FLSA STATUS: Chief Executive Exempt JOB SUMMARY: The President serves as the chief executive officer of the El Paso County Community College District and, as such, maintains authority over all aspects of the institution’s operations. ESSENTIAL FUNCTIONS: Serves as the chief executive officer of the El Paso County Community College District with executive responsibility for the planning, management, and evaluation of the administrative services that support the accomplishment of the District’s Vision, Mission, Core Values, Goals, and the continuation of the District’s accreditation status. Provides executive leadership to assure that the College offers a broad range of educational opportunities that meet student and community needs through its instructional and student services programs; works with the Board to develop and implement local, state, and national legislative and institutional advancement strategies. Models and sustains Servant-Leadership and shared governance practices which enhance achievement of the goals of the institution; maintains orderly functioning of the College and takes appropriate action, within the limits of Board policy, to prevent interference with orderly operation of the College; develops succession planning to ensure continuity of college operations. Provides administrative leadership in strategic planning and development of the College’s instructional programs, fiscal management, student services, human resources, affirmative action, physical facilities, community relations and economic development. Represents the College with local, state and federal agencies while maintaining open communication with College Constituencies. Performs those duties required by law and set out in the Board of Trustees By-laws and Policies as presently drafted or as amended. REPORTING RELATIONSHIP: The Board of Trustees. SUPERVISORY RESPONSIBILITIES: Vice Presidents and selected staff as deemed appropriate by the organization of the President’s Office. BUDGET RESPONSIBILITIES: President’s Office, Board of Trustees and other budgets as deemed appropriate for organizational efficiency. EDUCATION: Completion of a doctorate degree from an accredited institution. A degree in finance, accounting, or similar field is desired. EXPERIENCE: Senior administrative experience within a large urban, multi-campus district (20,000+ students); previous teaching experience at an institute of higher education, preferably a community college; experience obtaining grants and other economic support and the oversight of such funds; and the successful interaction with foundation boards and other financial contributors. A strong background in fiscal matters is desired. SPECIAL SKILLS AND ABILITIES: 1. Skills/Abilities: • Superior written and oral communication skills, including the ability to market the college and its programs; • Technological sophistication in both educational and administrative systems with the understanding of the power of modern and advancing technologies and innovative educational delivery opportunities; • Knowledge of laws, regulations and requirements that affect public institutions of higher education; • Current with educational trends, issues and challenges for community colleges; • Demonstrated success in long-term strategic planning, accountability, resource development, and capital projects; • Demonstrated achievements in improving student success; • Demonstrated sensitivity to and an appreciation of ethnic and cultural diversity; • Ability to provide collaborative leadership, building trust, embracing shared governance, and displaying transparency in the decision-making process. • Demonstrated achievements cultivating relationships with staff and employee associations 2. Equipment Used: Personal Computers, fax machine, copying equipment, and other equipment customary to efficient office operations. 3. Software Used: A variety of word-processing, spreadsheet, database, e-mail, and presentation software, and other common business suite applications, as preferred by incumbent for efficient and effective management of the District. 4. Travel: Performance of the President’s duties will require attendance at and participation in out of town conferences and meetings on a frequent basis.
