POSITION DESCRIPTION TITLE: FLSA STATUS: Director, Budgets Exempt CATEGORY: GRADE: Administrative D JOB SUMMARY: Direct, develop and administer the District’s budget operations. ESSENTIAL FUNCTIONS: YEARLY PERCENT OF TIME 35% 1. Design, implement and oversee the preparation of the District’s annual budget; direct the preparation of budget related data for the automated system; identify potential problems and recommend review and action; advise the Vice Presidents on personnel budget changes; forecast the annual revenue for the District; provide on-going leadership and administrative training to the Budget Office staff. 2. Design, implement and monitor budget workshops, work tasks and operational procedures; direct, prepare and maintain expenditure reports to review, coordinate and monitor budget expenditures; provide assistance and advice to budget heads for submission of accurate and viable budget proposals in coordination with El Paso County Tax Office; review and calculate the El Paso Central Appraisal District’s Certified Property Appraisal and Property tax rate. 20% 3. Administer guidelines/procedures to prepare, monitor and control salary savings; coordinate with Human Resources the personnel changes reflected to help monitor revenues and expenses; coordinate and monitor on-going budgetary operations, including verification and availability of adequate funds; prepare and maintain a vacancy report to track all full time vacant positions. 20% 4. Administer, implement and evaluate policies and procedures related to a comprehensive budget management program utilizing the automated system; recommend changes or modifications. 10% 5. Provide technical budget expertise and assistance to upper management; prepare guidelines and instructions for the development of the District’s annual budget and implementation of required budget reports, both internal and external. 10% 6. EXPERIENCE: Seven (7) years experience. SPECIAL SKILLS AND ABILITIES: 1. Skills and Abilities: Knowledge of financial procedures. Good verbal and written communication, computer, organizational and interpersonal skills. Ability to develop a strategic approach to the budget. Excellent analytical and problem solving abilities. Management and supervisory skills. Ability to create new, imaginative or innovative devises different from traditional approaches used, which affect a department. Ability to convey budget issues with diplomacy and clarity. Ability to work independently and initiate projects when necessary. 2. Equipment Used: Personal Computer and other equipment associated with a general office environment (copier, phone, fax, etc.) 3. Software Used: A variety of word-processing, spreadsheet, database, e-mail, and presentation software.
