Federal Property Management Regulations, FSH 6409.31, and Departmental Real Property Leasing Manual, DM 5100-1, describe the delegation of authority to the Secretary of Agriculture for acquisition of interest in real property. Region One pamphlet "Acquisition - Preliminary Project Analysis" and "Leasing Contract Administration Desk Guide" provide guidelines for lease actions. 04.2 - Line Officers. 1. Recommended COR's shall be trained and provided adequate time to properly perform the duties and responsibilities. 04.4 - Contracting Officer's Representatives. 4. Project inspectors shall be designated on form FS-R1-6320-29, Designation of Inspector. See Exhibit 04.4 - Exhibit 01. Contracting Officers and COR's may limit the authority of inspectors. If an inspector is responsible for only specific items of work or for a specific shift, the limitations shall be noted in the remarks block of the form; e.g., "Your duties as inspector are limited to inspection of work being performed under item number 210, clearing and grubbing." 12. If contractors elect to use their own forms for submission of payrolls, instead of DOL form WH-348, their form should include the statement of compliance identical to that shown on the DOL form. 13. Labor compliance checks should be made as needed to ensure adherence with contract labor provisions. These checks should be made at least once for short duration contracts (3 months or less) and twice or more for longer contracts. 04.5 - Project Inspectors. 4. Inspectors shall not issue a "work order" as part of the form FS-6320-12, Work Order and Notice of Noncompliance, unless authority has been specifically delegated in writing by the Contracting Officer.
