CHAPTER 10 - CONTROL OF WORK
12 - PREWORK CONFERENCE.
12.1 - Timing.
12.12 - Topics.
Construction, Service, Supply, and Negotiated Contracts. The following forms may
be used as guides for conducting pre-work conferences: Form R6-FS-6300-64 for
Construction Contacts, Form R6-FS-6300-65 for Service/Supply/Negotiated
Contracts.
Leases. The following form may be used as a guide for conducting pre-work
conferences on Leases: R6-FS-6300-66.
Vegetation Management (VM) Contracts. There are specific requirements for
contracts to manage competing and unwanted vegetation. Also see Section 23,
Safety Procedures; Section 24, Inspections; Section 33, Certificate of Final
Inspection; Section 51, Vegetation Management Reporting Procedures, and refer to
Chapter III of the "Guide to Conducting Vegetation Management Projects in the
Pacific Northwest Region" (VM Guide), and the Final Environmental Impact
Statement (FEIS) "Managing Competing and Unwanted Vegetation." Review and
discuss the following:
1. Discuss requirements of the FEIS as set out in VM Guide Chapter III.
2. Discuss reports required by Section H of contract.
3. Provide contractors with forms and envelopes for "Health Effects
Reporting Form for Vegetation Management Projects in the Pacific Northwest
Region" (R6-FS-2100-10 and 10S) and discuss how and when it must be completed.
4. Inform contractor that the "Vegetation Management Reporting Form" (R6FS-2100-12) must be completed and returned prior to authorizing final payment.
5. For VM contracts involving the use of herbicides, discuss the following:
a. Procedure to inform workers of potential human health effects of herbicide
projects and to obtain required consent from workers. Provide contractor with the
pamphlets "Methods Information Profile for Herbicides" and "Herbicide Information
Profile" (for the specific herbicide to be applied) in quantities sufficient to give one
each to all employees. These profiles are available from the Pesticide Use

Coordinator on the Forest, or from the Regional Office Forest Pest ManagementIntegrated Pest Management (RO/FPM-IPM).
b. Requirements for equipment and clothing.
c. Reassignment and nondiscrimination in employment of workers who are
hypersensitive to the products to be applied.
d. Reassignment and nondiscrimination in employment of workers who do
not wish to work on projects utilizing the herbicides Glyphosate, Dicamba,
Tebuthiuron, Triclopyr, Simazine, Bromacil, Atrazine, or 2,4-D.
13 - CONTRACT TIME AND OFFICIAL NOTICES.
13.1 - Notice to proceed. When the Notice to Proceed is mailed to the Contractor for
acknowledgement, it shall be mailed "Certified - Return Receipt Requested." A copy
of the Notice to Proceed shall be sent to the Contracting Officer. Upon return of the
certified mail return receipt, it shall be identified with the contract number and be
forwarded to the Contracting Officer. The Notice to Proceed shall not be issued
until all prerequisites, such as bonds and labor licenses, have been furnished.
13.2 - Progress Schedule. Form R6-6320-18, Proposed Progress Schedule, may be
used by Contractors to furnish contract progress information.
