4G42.201 - CONTRACT ADMINISTRATION RESPONSIBILITIES
(a) Labor Intensive Contracts (predominantly manual forestry or agricultural work).
(1) Inspection.
(i) The Contracting Officer (CO) or Contracting Officer’s Representative (COR)
shall conduct at least one inspection to ensure compliance with the applicable
portions of the contract provisions for personal protection equipment and the camping
provisions.
(ii) The individual that performed the inspection shall prepare a written statement
affirming an inspection was completed with the findings for the contract file.
(2) The COs, CORs, Line Officers, Program Managers, or any Forest Service person
with an interest in the contract, suspecting a possible violation of law or regulation
governing worker health and safety, housing, transportation, working conditions,
wages and benefits, and/or legal status, shall promptly report the situation to the
appropriate oversight agency and the CO or the COR.
(3) When health and safety violations present an imminent threat, COs, CORs, Line
Officers, Program Managers, or any Forest Service person with an interest in the
contract should take immediate action. This may involve immediately stopping the
activity or suspension of work. The on-site Forest Service person shall promptly
report the situation to the appropriate oversight agency and the CO or the COR.
4G42.202 - Assignment of Contract Administration
(a) With Chief of Contracting Office approval, the Contracting Officer may
designate an Administrative Contracting Officer (ACO) to carry out the contract
administration responsibilities.
(b) The ACO shall have been able to enter into the contract or be approved by the
Head of Contracting Activity.
(c) The designation must be made in writing to the designee, cite any limitations, and
be distributed the same as the original contract.
(d) The ACO shall not make changes to any contract instrument that exceeds their
delegated warrant authority.
