BPA'S may be established approved only by personnel with delegated procurement authority at the Regional Office and Supervisor's Office levels. 33 - IMPREST FUNDS. Conditions for use and procedures for imprest fund purchases are found in FSH 6509.13b, Imprest Fund Payments Handbook, Chapters 0400 and 0700. 34.4 - Use and Preparation of Purchase Order Forms. (5) Using AD-744 to rent equipment. Use of form AD-744 to rent equipment is restricted to short durations. Projects requiring operated equipment should be procured on a job basis, rather than an hourly basis, when possible. Equipment rented for emergency situations should only be used for initial attack. Short periods of equipment rental or small jobs could also be paid from imprest funds, when appropriate. Rental of equipment by form AD-744 requires the inclusion of information shown in item 51, Chapter 50 - Equipment rentals. In addition, include the appropriate loss, damage, or destruction clause, as shown below, as part of the AD-744 purchase order: Equipment Furnished without Operator. The Government will assume liability for the loss, damage, or destruction of equipment furnished under this contract, provided that no reimbursement will be made for loss, damage, or destruction when due to (1) ordinary wear or tear, (2) mechanical failure, or (3) the fault or negligence of the contractor or agents of the contractor. Equipment Furnished with Operator. The Government shall not be liable for loss, damage, or destruction of equipment furnished under this contract except for such loss, damage, or destruction resulting from the negligent or wrongful act(s) of Government employee(s) while acting within the scope of the employment. (6) Use of AD-744 to procure personal property. Form AD-744 may be used to procure personal property. Forest Supervisors may prescribe limitation and conditions of this authority. Property Management Officers shall approve all requisitions (AD-700) before property is procured by AD-744. A correct budget object code is necessary for property accountability.
