Role Purpose
The Transport Supervisor will support the HWRC & Transport Manger in all
duties required for the effective management of the Contract’s Operator’s
Licence.

Be responsible for the operation, management and overall performance of
the Transport Fleet.

Ensure that the Transport/Administration Depot is operated in an efficient
and safe manner with proper regard to management instructions, health
and safety and legislation laid down in the planning permission.

Ensure all contract obligations relating to transportation of wastes from the
HWRC are fulfilled, including all associated site improvements, and the
development of new initiatives, including reuse.

Ensure that the Company pursues best practice with regards its policies
and procedures, development of industrial relations and legislative
compliance within an open and empowered culture.
Key Responsibilities

Ensure the operation’s drivers comply with EU drivers’ hours regulations
(561/2006 & 3821/85) and UK Working Time Directive.

To advise and implement systems in support to the Operational
management in the areas of:
o Vehicle management and maintenance;
o Vehicle efficiency;
o Vehicle Operator’s Licence.

To ensure that appropriate systems are established for the repair and
maintenance of all vehicles and equipment / fixed plant in accordance with
the company policies and health & safety legislation. To ensure that the
systems are being adhered to by operational management and their staff
and to advise of remedial actions where needed, including the sourcing of
spares, maintenance programming and expenditure consistent with cost
effective and efficient operations in consultation with FCC’s Plant/Fleet
Dept.

To carry out operational cost reporting.

To manage subordinate staff and day-to-day operations, including:a) Staff rosters and the provision of cover for planned/unplanned
absence;

Induction of temporary labour and visitors;
Employee relations issues;
Sub-contractors on site;
Compiling, monitoring and ensuring transport routes are met within the
constraints of transport regulations and are cost effective;
f) Operating with 10 x 32 tonne roll-on-off vehicles working closely with
the Driver Foremen and assisting with operational requirements.

Seeking authorisation for vehicle repairs from the HWRC & Transport
Manager and identifying cost control measures.

Managing fleet tyre repair contract.

To report to the Transport Manager and /or Area Manager any breach of
rules, act of dishonesty, malpractice or corruption by any Contractor,
visitor, or member of staff.

To protect the Company’s ability to trade by ensuring compliance with
relevant legislation at all times and especially that concerning health and
safety in the work place and ‘Duty of Care’.

To discuss with employees matters affecting efficiency and productivity as
and when required.

To act as the Transport Sections competent person in the absence of the
Transport Manager.

To ensure that accurate and up to date personnel records are kept for all
Drivers and Administrators, making sure the Company is compliant with
Data Protection laws.

Manage regular meetings for the Depot and Staff to include recycling,
health and safety, customer service / satisfaction, vehicle / driver
compliance and other relevant issues.

To develop and implement training, tool box talks and other forms of
communication to develop initiatives within the contract

To ensure the efficient use of the performance management system in
order to improve performance, identify training needs and facilitate
succession planning.

Any other reasonable duties that the Contract Manager requests.
Qualifications and Experience

CPC Qualification or willingness to work towards is essential.

Numerate and IT literate, with the ability to use management information
effectively.

Experience of a professional and disciplined approach to management,
working alongside operational teams ensuring performance expectations,
service standards and people development are met.

Demonstrable skills in achieving demanding work requirements and
ensuring customer needs are met.

Evidence of the ability to identify and implement change programmes that
have a positive impact on operational and business requirements.

HGV and ADR Qualifications or willingness to work towards preferred but
not essential.
Personal Qualities

Strong leadership skills involving a multi-disciplined team.

Commitment and determination to meet personal objectives. Strong drive
and resilience.

Proven ability to select and build strong teams. Strong leadership qualities,
skilled in delivering measurable results through others.

First class communication skills, written and oral. Confident spokesperson,
credible as a representative of the company with external contacts, such
as Local Government / Authorities / Environment Agency, other regulatory
bodies and community groups.

Decisive and comfortable with responsibility, but recognises the value and
contribution of regional and central specialists.

the decision making process.

Ability to re-evaluate priorities, responding quickly and positively to change
is imperative. Along with a committed to finding better ways of doing






