POSITION DESCRIPTION TITLE: FLSA STATUS: Manager, Personnel Pay Systems Exempt CATEGORY: GRADE: Professional D JOB SUMMARY: Manage the day-to-day operations for the pay management section of the Personnel Services department. ESSENTIAL FUNCTIONS: 1. Review all employment related documents for accuracy and compliance with college policies and procedures, ensuring integrity of personal data, accuracy of compensation application and compliance with appropriate procedures and practices. YEARLY PERCENT OF TIME 30% 2. Manage and train assigned staff to meet all operational deadlines; coordinate processing activities with Financial Services leadership and appropriate supervisors to ensure appropriate closing of payroll processing activities. 20% 3. Design, develop, implement and maintain workflow processes for all Personnel Services Documents affecting individual pay transactions for all categories of employees throughout the District. Maintain up-todate understanding of District needs and changes in operation and update processes to ensure efficient and effective response to District needs. 15% 4. Perform in-depth specialized audit of all District payrolls for pay accuracy and appropriateness including high/low/zero, or additional compensation and any specialized or related issues; certify audit results for delivery to Comptroller. 10% 5. Serve as information resource to District staff members on items relating to application of workload rules, salary calculation methodology, management of pay transactions, personnel actions creating changes in pay and issues relating to scheduling of special payments. Serve as reference source for external inquiries on application of District pay guidelines. 10% 6. Manage the District’s Personnel Records System to include receiving and processing of documentation, employee verification, faculty credential and related documents including the employee contract process consisting of the generation, dissemination and validity of employee contracts; prepare employee rosters for annual review and approval by the Board of Trustees. 10% Revised 8/3/07 Page 1 of 2 7. Perform ad hoc automated reporting relating to assigned areas of responsibility. 5% REPORTING RELATIONSHIP: Associate Director Personnel Services SUPERVISORY RESPONSIBILITIES: Direct supervision as a first-line supervisor to staff assigned. ESSENTIAL QUALIFICATIONS: EDUCATION: Bachelor’s degree EXPERIENCE: Three (3) years experience. SPECIAL SKILLS AND ABILITIES: 1. Skills/Abilities: Effective communication skills, verbally and in writing are critical to the success of this position. Ability to interact with individuals at all levels of the institution, to include faculty and administration. 2. Equipment Used: Personal Computer and other equipment associated with an office environment. 3. Software Used: A variety of spreadsheet, word-processing, database, e-mail, and presentation software. PHYSICAL REQUIREMENTS: Duties require little physical effort in work with light (up to 10lbs), easy to handle materials. Duties performed causes light fatigue of eyes, fingers, or other faculties due to long periods of standing, sitting, and/or repetitive motion. INTERPERSONAL SKILLS: Alternative or combined skills in understanding, counseling, and/or influencing people are important in achieving job objectives, causing action, understanding others, or changing behavior; and, skills of persuasiveness or assertiveness, as well as sensitivity to the point of view of others.
