POSITION DESCRIPTION TITLE: EXTENDED TITLE: FLSA STATUS: Manager Manager, Data Payables Exempt CATEGORY: Professional GRADE: D JOB SUMMARY: Responsible for supervising, planning, developing and managing the District’s Accounts payable and data control departments in compliance with Federal and State Law, college policies and procedures and generally accepted accounting principles (GAAP). Coordinate and manage automated disbursement procedures through check and direct deposits going to Financial Aid, Student Loans, Student Refunds, and State and Institutional Scholarships. ESSENTIAL FUNCTIONS: YEARLY PERCENT OF TIME 20% 1. Plan, develop and manage the District’s accounts payable processes to ensure accurate, timely vendor payments; safe-guard assets and protect EPCC credit against penalties, interest and late fees in accordance to the District’s policies and procedures. Direct, analyze and coordinate the District’s Data Control processes. Coordinate the processing and safeguarding all of the District’s journal entries. Review and approve all travel requests for advance payments, invoices and audit expense reports. 2. Provide daily staff direction and work assignments; provide personnel management direction and guidance to staff including orientation, performance appraisal, coaching and professional development. 20% 3. Research problems of some considerable complexity through knowledge of the district policies and procedures, computerized accounts payable system and state and federal regulations. 20% 4. Plan, coordinate, guide and interact with various department heads for all check and direct deposit processes for all system applications including Accounts Payable, Financial Aid, Student Refund, Student Loans and State & Institutional Scholarships. 10% 5. Supervise the daily receipt, processing, and imaging of all Student Direct Deposit Forms. Review and organize the daily transmission of ACH files for various student and employee related disbursements. 10% 6. Organize month-end and year-end closing of the Accounts Payable and Data Control departments. Close fiscal year, verify year-end commitments and all open balance invoices and process annual 1099 Forms. Maintain Accounts Payable general ledger accounts; post journal entries and reconcile various accounts. 10% Effective: 06/01/11 Page 1 of 4 7. Guide and provide training to District employee on proper expense posting in accordance with generally accepted accounting principles; on accessing departmental information thru the District’s software system and running department reports. 5% 8. ESSENTIAL QUALIFICATIONS: EDUCATION: Bachelor’s Degree. EXPERIENCE: Four (4) years related experience. SPECIAL SKILLS AND ABILITIES: 1. Skills/Abilities: Strong interpersonal and conflict resolution skills and detail oriented. Ability to communicate effectively, both oral and written. Good analytical skills. Ability to effectively organize and utilize effective time management. 2. Equipment Used: Personal Computer, fax machine, telephone, copier, ten key adding machine and any other equipment associated with an office environment. 3. Software Used: A variety of spreadsheet, word-processing, database, e-mail, and presentation software.
