FY2015 CITY BUDGET
PUBLIC HEARING
The Mayor announced that this is the time and place to consider the fiscal year 2015 city budget. After
receiving no oral or written comments, the Mayor closed the public hearing.
RESOLUTION NO. 2014-16
RESOLUTION APPROVING FY 2015 CITY BUDGET
Ihrke introduced and caused to be read Resolution No. 2014-16 and moved for its adoption, which was
seconded by Bice. Aye: Thee, Chappas, Harbst, Bice, Ihrke. Resolution duly adopted.
PRESENTATION OF FY2013 AUDIT REPORT
Tom Henrichsen of Winther Stave and Company, presented the fiscal year 2013 audit report.
RESOLUTION NO. 2014-17
RESOLUTION FILING PLANS AND SPECIFICATIONS, ADVERTISING FOR BIDS, AND
SETTING A PUBLIC HEARING DATE FOR THE CITY OF SPIRIT LAKE MEMORIAL PARK
SPLASH PAD RECYCLING IMPROVEMENTS PROJECT
Thee introduced and caused to be read Resolution No. 2014-17 and moved for its adoption, which was

RESOLUTION APPROVING AGREEMENT WITH DICKINSON COUNTY FOR
INDUSTRIAL PARK GRADING PROJECT

ORDINANCE NO. 1-2014
AN ORDINANCE OF THE CITY OF SPIRIT LAKE, IOWA, REZONING CERTAIN
PROPERTIES LOCATED WITHIN THE CORPORATE LIMITS OF SPIRIT LAKE,
DICKINSON COUNTY, IOWA
ADOPT SECOND CONSIDERATION
Motion by Harbst, seconded by Bice, to approve the second consideration of Ordinance No. 1-2014.
Motion carried unanimously.
DISCUSSION OF LIBRARY COMPUTER UPGRADES
Stevens presented a request from the City Librarian to increase this year’s budget for computers with a
corresponding decrease in the FY 15 budget. The Council informally agreed to the change.
RESOLUTION NO. 2014-20

PROPOSED CAPITAL IMPROVEMENT PLAN
Thee introduced and caused to be read Resolution No. 2014-20 and moved for its adoption, which was
seconded by Chappas. Aye: Thee, Ihrke, Bice, Harbst, Chappas. Resolution duly adopted.
DISCUSSION OF CITY HALL PROJECT
Public Works Director Dohlman reviewed the contractor’s schedule for city hall construction and two
pending change orders. The Council discussed both items.
RESOLUTION NO. 2014-21
RESOLUTION ACCEPTING BID FOR WEED CONTROL
Harbst introduced and caused to be read Resolution No. 2014-21 and moved for its adoption, which was
seconded by Ihrke. Aye: Thee, Ihrke, Bice, Harbst, Chappas. Resolution duly adopted.
APPROVAL OF THE HY-VEE 5K FOR KIDS/ONE MILE FUN RUN
Motion by Ihrke to approve and seconded by Bice. Motion carried unanimously.
COMMENTS
Ihrke asked Dohlman about the 15th Street project and inclusion of alley improvements. Dohlman will
investigate.

Motion by Bice seconded by Ihrke to adjourn the meeting. Motion carried unanimously.
