PROPOSED ISSUANCE OF, NOT TO EXCEED, $1,700,000 GENERAL OBLIGATION
BONDS AND ENTER INTO A LOAN AGREEMENT
PUBLIC HEARING
The Mayor announced that this is the time and place for the public hearing to consider the
proposed issuance of, not to exceed $1,700,000 General Obligation Bonds and enter into a loan
agreement. After receiving no oral or written comments, the Mayor officially closed the public
hearing.
RESOLUTION NO. 2011-93a.
RESOLUTION TAKING ADDITIONAL ACTION TO ENTER INTO A GENERAL
OBLIGATION LOAN AGREEMENT, SETTING DATE FOR SALE OF GENERAL
OBLIGATION CORPORATE PURPOSE BONDS AND AUTHORIZING THE USE OF A
PRELIMINARY OFFICIAL STATEMENT IN CONNECTION WITH THE SALE OF
THE BONDS
Harbst introduced and caused to be read Resolution No. 2011-93a. and moved for its adoption,
which was seconded by Thee. Aye: Thee, Balm, Harbst, Bice. Resolution duly adopted.
UPDATE FROM IOWA LAKES DEVELOPMENT CORRIDOR
Shaun Arneson, Vice-President of the Iowa Lakes Corridor Development Corporation, presented
a report of the Corridor’s Existing Industry Call Program.
DISCOVERY HOUSE ANNUAL REPORT
Julie Schieb, Executive Director, and Bob Shaw, Board Member of the Discovery House,
presented a report of services provided during 2011, and thanked the City for its annual financial
support and requested continued financial support in 2012.
RESOLUTION NO. 2011-94
RESOLUTION APPROVING FY 2011 FINANCIAL REPORT
Thee introduced and caused to be read Resolution No. 2011-94 and moved for its adoption, which

RESOLUTION NO. 2011-95
RESOLUTION APPROVING PUBLICATION OF NOTICE OF PUBLIC HEARING ON
PROPOSED AMENDMENT TO FY 2012 CITY BUDGET
Thee introduced and caused to be read Resolution No. 2011-95 and moved for its adoption, which
was seconded by Harbst. Aye: Thee, Balm, Harbst, Bice. Resolution duly adopted.
APPOINTMENT AND RE-APPOINTMENT TO BOARD OF ADJUSTMENT
Motion by Bice seconded by Harbst to approve the appointment of James Staver and the reappointment of Larry Tuttle to the Board of Adjustment. Motion carried unanimously.
RESOLUTION NO. 2011-96
RESOLUTION SETTING DATE ON DESIGNATION OF THE EXPANDED SPIRIT
LAKE CONSOLIDATED URBAN RENEWAL AREA AND ON URBAN RENEWAL
PLAN AMENDMENT #3
Bice introduced and caused to be read Resolution No. 2011-96 and moved for its adoption, which

RESOLUTION NO. 2011-97
RESOLUTION SETTING DATE OF HEARING FOR PROPOSED DEVELOPMENT
AGREEMENT WITH SPIRIT LAKE CROSSINGS, LLC
Thee introduced and caused to be read Resolution No. 2011-97 and moved for its adoption which
was seconded by Harbst. Aye: Thee, Balm, Harbst, Bice. Resolution duly adopted.
COMMENTS BY MAYOR, COUNCIL AND STAFF
Bice questioned if the employees of the sanitation department should wear weight belts to prevent
possible back injury. Harbst suggested the inquiry be referred to the Safety Committee. Stevens
stated the public is invited to an Open House on October 19th from 3-6 pm to view the conditions
of City Hall. Stevens announced a consultation meeting with three public entities regarding the
Urban Renewal Area Plan is scheduled for October 20th. Stevens reported a Council planning
session has been scheduled for November 17th. Dohlman reported a grant has been submitted to
the Clean Water Alliance for a bio-cell structure on North Fargo Ave.
