Programme Funding is responsible for an income target of £11m in 2014/15 Overseas Travel: Up to eight weeks per year as per business need Introduction The Programme Funding Unit sits within the Communications and Fundraising Department and is responsible for supporting fundraising and grant management for WaterAid from institutional donors (multi-laterals, bi-laterals, large foundations/trusts, specialist INGOs). The unit is also responsible for coordinating WaterAid’s global approaches to institutional fundraising (where donors fall within WAUK’s remit). The unit consists of Head of Programme Funding, three Programme Funding Managers, four Programme Funding Officers each with account management responsibilities for specific donors, and a Programme Funding Assistant. Job purpose To provide leadership and support for institutional fundraising and management of institutional income across WaterAid UK, supporting and advising Programme Funding, regional teams and country programmes to enable them to ensure compliance with restricted income contracts. To provide leadership and guidance across WaterAid for the development of strategic and appropriate fundraising approaches, coordinating WaterAid’s approach to exploring new Institutional income streams within WAUK’s global remit and informing strategic decision making around institutional Income. Key accountabilities Provide leadership, guidance and co-ordination throughout the organisation for institutional income work; from securing funds, managing effective donor relationships through to all elements of donor contract compliance management. Develop and maintain a strong knowledge and expertise of institutional donors’ priorities and strategic direction and disseminate information as appropriate to promote effectiveness in income management and support strategic thinking. Page 2 of 8 Work with the PF Management Team and Strategic Funding Unit to support the development of strategic funding approaches and contribute to programme learning. Work with the Regional Funding Managers to develop a strategic approach to incountry and regional funding from institutional donors within Programme Funding’s portfolio. Work with the Capacity Building Manager- Restricted Income; provide support to the Regional Teams to take leadership and develop new ways of working that promote best practice and lead to improved country programme capacity to source and manage sustainable and appropriate funding. Coordinate Programme Funding’s approach to exploring new donors and allocate work around these new donors as appropriate. In consultation with other relevant teams throughout the organisation, identify and develop relationships with potential new institutional donors and keep up to date with donor policies, application and reporting processes and potential NGO funding opportunities. Lead, manage and motivate Programme Funding team members in order to maximise their contribution to the team and organisation. Coach and support staff to resolve more complex funding issues and ensure their professional development. Promote and champion best practice in all elements of Programme Funding work; working with Finance, International Programmes, Policy and Campaigns and other fundraising teams. Provide leadership and support on the management of multi country funding contracts (where the donor falls within Programme Funding’s portfolio), including advising on issues of capacity building, risk mitigation strategies and timely and accurate monitoring and evaluation practices. Build relationships with donors and represent WaterAid on programme funding issues within the sector, working with Programme Funding Management Team and PCD / IPD to support wider external relationship building to maximise opportunity for forming cross-sector consortia to access strategic funding opportunities. As a key member of the Programme Funding Management Team, support the Head of Programme Funding on strategic funding issues and informing strategic funding decisions. Attend regular internal meetings, including department management meetings when appropriate to discuss and review funding related issues with relevant stakeholders, including chairing meetings where necessary. Lead on programme funding learning within WaterAid; encourage crossdepartmental information and knowledge sharing. Extensive experience of Institutional funding for International NGOs and of working with a wide range of institutional donors, both in-country and headquarters-based (including DFID and the EC), being responsible for quality of project proposals and narrative and financial reports. Strong understanding of development issues and the role of international NGOs. Proven track record of developing relationships with new institutional donors and securing funds from new sources. Proven track record of leadership ability to manage, mobilise and motivate staff. Experience of developing and implementing programme funding strategies and donor engagement frameworks. Experience of conducting training or other capacity building initiatives and of monitoring programme funding contracts. Familiarity with procedures and rules regarding NGO co-financing proposals and reports to DFID and the EC and experience of managing core funding contracts. Experience of working in the developing world, and the ability to work with people from a range of cultural, social, ethnic backgrounds and with different skills. Ability to plan own work, setting priorities and completing under pressure or when faced with competing demands. Proactive attitude and the ability to influence senior colleagues on fundraising approaches and strategic decisions. Excellent written and spoken English to engage effectively with a wide range of audiences. Excellent presentation and communication skills to represent WaterAid at a senior level and externally to donor and other audiences. Excellent team work skills and ability to initiate, develop and maintain crossorganisational communication. Computer literate and able to work in Microsoft Word and Excel environment. Numerical ability to analyse financial information, budget and monitor costs using financial packages. A sound knowledge of financial control procedures and risks.
