Introduction
WaterAid is a global organisation working in a federated structure with members
currently in UK, America, Australia, Sweden, Canada and Japan. Programmes are
delivered in 26 countries. 23 of these are managed by WaterAid-UK and the remaining
by America and Australia.
Over the past few years we have significantly grown restricted income from all sources
(government donors as well as trusts, foundations and corporate) across all members
and at country level, and we have plans to continue this growth through our federated
structure.
To support this growth we are looking to improve our management and coordination of
restricted funding across the federation, so that we maximise opportunities and
proactively manage risk. This role is key to us achieving this.
Job purpose
To coordinate restricted funding raised from across the federation for WaterAid UK
managed programmes; to maximise funding opportunities and minimise risk. The
Restricted Funding Coordination Manager would be the first point of liaison between
fundraising teams and country programmes, programme support unit (PSU), and policy
and campaigns department (PCD) to improve matching of appropriate funding
opportunities to funding gaps, and to ensure that the subsequent delivery of funder
requirements and reporting is in line with agreed global standards of the federation. The
role would need to assess any potential risks in the achievement of these global
standards and make a judgement in relation to how to minimise these by working with
the relevant part of the federated organisation. The role matrix manages 4 Regional
funding Managers (who are line managed by Heads of Region).

In doing so, the role supports the WaterAid UK (WA UK) Funding Committee to ensure
that:
 WaterAid UK programmes are optimally funded through restricted income
 funding is secured and managed in line with our Global Standards,
 funding decisions are made with appropriate balance of opportunity and risk, and
that local and global strategic considerations are taken into account
 improve our pipeline of future funding
 WaterAid’s reputation is protected by:
o Meeting contractual obligations
o Managing funder relationships
o Proactively managing risks and issues
Key Relationships
The role works closely with the fundraising departments in UK, America, Australia,
Sweden, Canada and Japan, as well as finance, regional teams, country programmes
of WA UK to support compliance with WaterAid International’s Global Standard Restricted Funding Management.
Key Accountabilities
The main accountabilities of the role are :

To proactively lead on fostering and building effective working
partnerships between other members and WaterAid UK CPs to build
improved collaboration and transparency

To proactively lead on building collaboration with other departments and
directorates to improve information transparency and decision making around
matching funding opportunities with funding gaps.
This includes:
Improved information management

Lead on gathering improved funding information (identify funding gaps and
capacity and ability of country programmes to absorb funding); act as primary
point of contact for fundraisers to reduce impact of information requests on
country programmes

Lead on matching and tracking the pipeline information and potential funding
opportunities with funding gaps - so that plans are fully funded and pipeline
information is kept upto date, coordinating with other parts of the organisation
Compliance monitoring

Lead on ensuring compliance of organisational policies and practises (including
Global Standards – Restricted Funding Management and the associated UK
processes) for all funding for UK managed work.
Improved decision making

Lead on coordinating the prioritisation of funding across all members for UK
managed programmes to ensure optimal future year funding.

Lead on facilitating negotiations, as appropriate, to ensure balanced
funding decisions are made.

Monitor assessments of funding opportunities working with fundraisers, Regional
Funding Managers and WA-UK operations (IPD, PSU and PCD) to ensure
decisions are made on a balance of opportunity and risk, and that mitigation
action plans are agreed and proactively managed.
Improving management of restricted income

Act as point of contact for fundraisers and liaison between them and WA-UK
operations (IPD, PSU or PCD), providing support and advice to resolve issues if
mediation or negotiation is required, and working with Regional Funding
Managers to resolve, escalating to relevant WaterAid UK Directors or Funding
Committee as appropriate.

Assist Funding Coordination Working Group to monitor compliance with
approved restricted funding standards (Global Standard – Restricted Funding
Management).
Other member coordination and support
Lead on ensuring other members fulfil their obligations in line with Global Standards for
Restricted Income Management, and associated UK systems, for UK managed
programmes.

Monitor, and as necessary negotiate the signing of Member to Member
Agreements within UK and ensure members fulfil their obligations.

Monitor and as necessary negotiate, approval processes like RIMAP through
WaterAid UK on behalf of other members to ensure timely processing

Lead on account management, within UK operation, of projects funded through
other members

Line manage project coordinators for select multi country, multi directorate
programmes (for instance Programme Coordinator – Global Program on Clean
Water (H&M Conscious Foundation))

Support other members in their working with IPD (through Regional Funding
Managers), PSU or PCD to ensure that quality proposals are developed with
realistic reporting requirements.

Facilitate resolution of issues in relation to funding from other member to UK
managed CPs

Monitor the meeting of funding obligations and escalate emerging and realised
risks to Funding Committee, and relevant member, working with relevant
Regional Funding Manager and country programme to ensure they are
proactively mitigating risk.
Capacity management

Support Restricted funding capacity manager in identifying capacity and
capability development needs in CPs to secure restricted funding or manage
restricted funding
Other

Occasional overseas travel may be required for the role up to a maximum of 4
weeks per year

Ensure reasonable care is taken of self and others in the workplace (including
team members managed if appropriate) according to health and safety policy and
principles.


Degree level qualification in international development, economics or a related
discipline, or equivalent work experience.
Good understanding of development issues and experience of working in the
developing world.
Experience-based skills in planning, securing and managing funds from
institutional donors such as USAID, AUSAID and sound understanding of
institutional and government donors, and funding policies
Sound appreciation of corporate and major donor needs
Significant experience of proposal development for large institutional donors
Experience of developing budgets for funding proposals to institutional donors.
Previous experience of working in a global organisation with a matrix management
structure is essential
Experience of working with many and varied stakeholders in an international
organisation.
Excellent diplomacy and negotiation skills
Excellent computer literacy and able to work in Microsoft XP environment, with
strong skills in MS Excel.
Strong project management skills
Self-motivated with an entrepreneurial approach and able to work with minimal
supervision.
Good team worker. Proven ability to work with people from a range of cultural,
social, ethnic backgrounds and with different skills.
Excellent written and spoken English to engage effectively with and influence a

18. Responsibility for proposal development, contract management/ financial reporting
for donors like USAID, Gates Foundation, AusAid and SIDA.

Working Hours
Full time - Standard working hours at WaterAid are 35 hours
per week, Monday to Friday. Core office hours are between
10.00am and 4.00pm. Start and finish times are to be agreed
with the line manager upon joining.
Annual Leave
25 days per year plus all UK public holidays (pro rata). The
number of annual leave days will increases to 27 days (pro rata)
after four years’ service
Contract Period
The post is offered on a permanent contract

The appointment is subject to the satisfactory completion of a
six month probationary period
