MARKET MIX
A presentation on Vendor Mix Policy was made by the Market Manager.
It was agreed that the vendor mix policy, demand assessment model and ‘gaps’ in
product would be communicated to stallholders in a transparent process. The
process by which prospective new suppliers of ‘gap’ products are chosen would be
public policy.
It was agreed that the ASFM should be taking an active role in fostering the
production of ‘gap’ products by market members according to seasonal production
possibilities in different parts of the state, glasshouse growing etc to give the best
possible continuity.
Action
 The Vendor Mix Policy will be circulated to the Committee in early September for
approval
 The Vendor Mix Policy will be available to stallholders and applicants via an
appendix to the ASFM Rules and Responsibilities.
PROPOSED STALLHOLDER FEE STRUCTURE
The Market Manager made a presentation addressing the inter-relationship of market
space constraints and the fees to be charged for different sites.
It was agreed that site fees for indoor stallholders should be increased by $10 per
site on 1 Jan 2013.
It was agreed that an outside stallholder would have to apply for a permit for a colocated vehicle on a needs basis.
It was agreed that the price charged for electricity rise by CPI.
It was agreed that the question of whether or not to charge for higher power use (eg
for refrigeration) be delayed.
It was agreed that indoor stallholders would be charged stall rental if they did not
grant sufficient notice and they left their site set up in the pavilion and the dates fell
outside the allotted 4 week accepted non-attendance
Action
 Indoor site fees will be raised by $10 per site from the 1st of January 2013.
 The fee charged for electricity would be increased by CPI (to $5.50) with the
increase to commence on 1 January 2013.
 The Treasurer will investigate how the ASFM is charged for electricity and
circulate the findings. Whether or not high power use, such as refrigeration, incurs
an additional fee will depend on the new rental agreement with the RAH&S.
FINANCIAL REPORT
The financial report was accepted.
The budget for 2012/13 was accepted as amended.
RULES AND RESPONSIBILITIES
The Chair noted with thanks the suggestions and comments received from
Committee members in relation to the draft Rules and Responsibilities document.
Further amendments were made in accordance with Committee members’
suggestions.
It was noted that the new Rules and Responsibilities would be operational for the
new membership year – October 2012.
At this time, it was agreed that Agenda Item concerning the AGM and Constitution
would be discussed, prior to the departure of Katrina Bochner.

It was confirmed by the legal specialist that the amendment made to the constitution
at the last AGM does not act retrospectively
Action
 The Chair will confirm the intentions of Committee members for the upcoming
year.

Action
 The agreed amendments would be made to the Rules and Responsibility
document and circulated for approval in time for the new sign on forms to be sent
to stallholders at the end of September.
 The wording (agreed to at the strategic plan meeting, January 2012 with reference
to the Victorian Famers’ Market Association definition of non-food products and
the policing of non-food products) would be presented to the ASFM Committee via
this document.
UPDATE RISK MANAGEMENT
Action
 The Risk Management policies and Procedures will be finalised on the completion
of the Certification Scheme and the Rules and Responsibilities document.
RESERVES POLICY
The concept of a reserves policy was agreed in principle.
Action
 The Treasurer will investigate the sum required to hold in reserve and this sum will
form the basis of a reserves policy to be drafted by Geoff Page and Julie Walker.
 The CEO will investigate business interruption insurance for the ASFM
