NOTICE TO PROPOSERS
The Erie Metropolitan Transit Authority hereinafter referred to as (EMTA), is soliciting proposals for a
Fixed-Route Scheduling System responsive to the specifications and evaluation criteria defined within
this document. The proposed system will provide the scheduler(s) with the tools to build efficient fixed
route vehicle schedules, driver assignments and timetables. The system shall improve integrity of
scheduling data, and automate processes currently completed manually. The System will provide
greater flexibility, functionality, and control over scheduling services as well as improve vehicle and
operator efficiencies.
It shall be the responsibility of the vendor to provide, integrate, and implement software which will
provide the required functionality. It will also be the responsibility of the vendor to commission the new
system. Finally, the vendor shall provide manuals, support services and train the appropriate EMTA
personnel to use and maintain the system from a user and systems maintenance standpoint.
If the proposed solution includes software or services supplied by another vendor, the scheduling
software vendor will assume a primary vendor role and will be held accountable for ensuring that the
seamless, real-time exchange of information is achieved.
