Banjo Paterson Festival Market Charter
Market date and time:
Sunday, 15 February 2015, 9am to 2pm.
Venue
The Market will be held on the grassed area on the corner of Hill Street and the Northern Distributor Road,
Orange.This is adjacent to Emmaville Cottage in the Orange Botanic Gardens Precinct.
Mission statement
The primary aim of the Banjo Paterson Festival Market is to develop a friendly and social environment
where consumers and stallholders are brought together to buy and sell goods and to generate funds for the
Rotary Club of Orange Inc. to distribute to worthy causes.
To achieve this, the Banjo Paterson Festival Market facilitates a reliable avenue for stallholders to sell a
variety of local and quality fresh produce, arts and crafts, food and drink and second-hand goods to the
residents and visitors to Orange.
The Banjo Paterson Festival Market specifically provides:
• a platform for producers of the region to sell their produce, resulting in growth, development and
promotion of regional produce;
• growers and manufacturers with the opportunity to network and develop their skills and, through direct
contact with their customers, gain greater knowledge of customer requirements;
• an opportunity to recycle goods;
• an atmosphere that builds on our sense of community;
• an opportunity for the consumer to purchase directly from the producer; and
• a place where people can shop in a friendly and relaxed atmosphere.
This Market Charter outlines the principles, rules and guidelines necessary for the Banjo Paterson Festival
Market to operate efficiently.
Definitions of terms
Stallholders – Those persons only whose names are on approved stall application forms and have paid all
necessary fees to the Market Manager.
Market Manager – The person/s responsible for the co-ordination of the market, appointed by the Rotary
Club of Orange. For the 2015 Banjo Paterson Festival Market, this person is Clivia Frieden, who can be

Market Committee – A committee of the Rotary Club of Orange.

General terms and conditions
The Market area will be defined and marked out by the members of the Rotary Club of Orange. All
stallholders must set up in an allocated area within the boundary and comply with the requirements of the
Market Charter. Failure to do so may result in exclusion from the Market.
In the event of poor weather, a decision on cancellation will be made on the Saturday evening prior to the
Market. Stallholders will be notified by Facebook, website, radio, email or text as to the status of the
Market.
Entrance by patrons will be free.
Patrons are not allowed into the Market riding a bike, skateboard or similar.
Each stallholder is responsible for bringing all required equipment and leaving the stall site and communal
areas clean.
Vehicles and trailers may be used within the market area, but only limited sites will be available for vehicles
to remain in the market area.
All products must comply with Government regulations, and Council approvals must be secured where
required before making any products available for sale. This is the responsibility of the stallholder.
Types of product eligible for sale at the Market:
1. Primary produce
2. Arts and crafts
3. Food
4. Second-hand goods
The Committee may approve activities to enhance the Market’s social atmosphere, including live and
recorded music, children’s activities and competitions, either as a Market initiative or as a fund raiser for a
community organisation.
The Market Committee will work to ensure that a broad range of items is available, and that the Market is
not dominated by one particular type and/or variety of product.
Applications for Stalls
Interested stallholders wishing to set up at the Banjo Paterson Festival Market must provide a completed
market application form to the Market Manager before operating.
The Market Committee will decide what balance of stallholders is appropriate for the size of the Market,
ensuring that there is an appropriate mixture of goods.
The Market Manager on behalf of the Market Committee has the authority to reject applications that do
not comply with stated terms.
Stall Fees
Stallholders will be required to pay the appropriate fee to the Market Manager by the completion of each
Market on the day.
Payment shall be made by way of cash or cheque (made payable to the Rotary Club of Orange).
The appropriate stallholder fees shall be proposed by the Market Committee and approved by Board on an
annual basis.

From September 2014, the fees per market stall are:
• $20 for a standard site for stallholders with Public Liability Insurance. A current copy of the insurance
must be presented by the stallholder and retained by the Market Manager. It is the stallholder’s
responsibility to ensure the currency of the certificate.
• $26 for a standard site for stallholders without Public Liability Insurance. The additional fee covers the
stallholder for public liability for the period of the market day only.
• $50 for stallholders needing a site for a ride, e.g. merry-go-round – must have public liability insurance.
Stall application priority
If the number of applications for the Market exceeds the available stalls, or there are too many applications
to sell the same type of goods, the Market Committee will give priority access to:
1. Registered stallholders
2. Stallholders who have the earliest registration date
3. Stallholders who have traded most regularly in the previous Orange Community Markets.
A waiting list will be developed and maintained if necessary.
Trading hours
1. The market will operate from 9 am until 2pm.
2. Stallholders will occupy an allocated site and, where possible, stalls of similar products will be grouped
together.
3. Stallholders must not begin trading until the Market Manager has signalled that the market has opened
for the day.
4. All stallholders must be ready and set up by 8.45 am, to commence trading at 9.00 am. There should be
no major transporting of stall displays after 8.45 am or before 2 pm, to protect the visitors and
customers from accident or injury, and to protect the visual integrity of the market as a whole.
5. Stallholders who wish to commence trading later than 9.00 am may do so, but they must have their stall
set up by 8.45 am and should display a sign on their stall that indicates their starting time.
6. All stallholders must stay until 2 pm. Stallholders who are sold out, or who choose to finish trading,
should pack up their stall to the extent that it is tidy, but must not remove their stall display. They
should display a sign to indicate that they have finished trading.
7. The Market Manager may signal that the market will close earlier than 2 pm if the majority of
stallholders are sold out, if market traffic has discernibly declined, or in case of inclement weather or
other incident that affects the safety of stallholders or customers and only if the market has no other
commitments to remain open.
Decisions of the Market Manager
The decision of the Market Manager in all matters relating to the running of the market shall, on the day,
be final and the Market Manager reserves the right to refuse any products that are not in keeping with the
theme of these markets.
Appeals may be made to the Market Committee, in writing.
