Role Purpose
The purpose of this role is to manage FCC’s Transport operations based at the Barrow
in Furness depot in accordance with good practice, legal and FCC procedures
requirements. In so doing ensure compliance to satisfy the Operators licence and driver
hours, corporate targets are met, especially in terms of SHEQ, profitability, cost
tracking, recycling, routing / scheduling, best possible customer service and

communication through the service delivery. Raise the profile of FCC in this area and
actively seek and develop business opportunities for FCC in the area.
To ensure that any fixed or mobile plant, equipment and collection vehicles are
maintained effectively and efficiently and in full compliance with legislation and the
Operators Licence requirements.
To ensure that containers required for refuse collection i.e. skips, euro bins are
organised, maintained and managed in accordance with FCC standards.
Key Responsibilities
Vehicles

To ensure that appropriate systems are established for the maintenance of all
vehicles and equipment in accordance with the company policies and health &
safety legislation. To ensure that the systems are being adhered to by
operational staff and to advise of remedial actions where needed;

To ensure paperwork for defects/vehicle maintenance, health and safety are kept
compliant and up to date and the management system for vehicle files is as per
company procedure;

To advise and implement systems changes in support to the Operational
management in the areas of:

Vehicle management and maintenance;

Vehicle efficiency;

Fixed plant and equipment management (workshop) and maintenance

Operational / routing efficiency

To assist and advise on the development and monitoring of appropriate Key
Performance Indicators to maximise the efficiency of the business activities; and

To provide advice to the Senior operational management of ways to continually
improve the effectiveness and efficiency of the vehicles and equipment.

Ensuring all operations are fully integrated into FCC, both procedurally and
culturally;

Recognising the importance of new service delivery standards and expectations,
including best possible customer service and the integration of newly employed
site staff into the FCC operation;

Monitoring and reporting, in accordance with contractual requirements, on the
standards of service delivered at the sites, and actively monitor service delivery
to customers.

Taking prompt action to investigate and rectify any shortcomings in service
delivery;

Setting appropriate targets that deliver continuous improvement in service
standards;

Working with site staff and customers to gather and implement suggestions,
where appropriate, for further improvements to the service;

Actively manage vehicle Efficiency and routing.
Drivers

Ensure legal compliance with regards to tachographs and driver hours;

Experience with digital and analogue tachographs;

Be able to upload vehicle units and driver cards as per company procedure and
assess and rectify any infringements;

Undertake bi-annual driver licence checks
Systems, Data and Reporting

Ensure that appropriate systems and processes are in place to meet the
reporting requirements of the Contracts and operational businesses;

Manage and co-ordinate the collection and recording of data to ensure that:-

Data is collected in a timely manner so to meet the requirements of the contract,
and FCC’s invoicing and internal reporting;

Appropriate reports are produced and delivered in a timely manner;

Data required to support payment is accurately recorded and reconciled.

Ability to use/learn IWS to allocate vehicles and driver scheduling, generate route
sheets and job confirmations on daily basis

Work with other staff members to ensure achievement and compliance with the
Company’s Integrated Quality Management System (ISO 9001, 14001 and
18001)

Support a continuous improvement in service delivery, including overseeing the
monitoring, resolution and reporting of comments and complaints relating to the
services delivered under the Contract.

Assist to keep the IMS and site filing system up to date and compliant.
Duties with regards to Operator Licence Compliance

Ensure the operation’s drivers comply with EU drivers’ hours regulations
(561/2006 & 3821/85) and UK Working Time Directive.

Ensure the driver’s daily duties do not deliberately impinge on the regulations
above.

Administer effectively the gateway database for driver’s hours and records.

Monitor and observe the EU Drivers’ hours and WTD regulations and debrief
detailed individual driver’s analysis, including infringements committed.

Ensure all drivers digital cards and Vehicle VU head units are downloaded within
the legal constraints.

Ensure that the vehicles are maintained properly, including the inspection of
vehicles at the appropriate time and the action taken to remedy defects found;

Ensure the reporting and recording of vehicle defects by drivers;

Administer the compilation and accuracy of all records, which must be kept for a
period of not less than 15 months.

Ensure and make arrangements for vehicle/s not to be overloaded.

Ensure all laws relating to driving are adhered to – for example checking and
verifying Driving Licences.

Manage all aspects of Driver Compliance and training.
Health and Safety


Working with colleagues in Health and Safety to develop and implement
appropriate management systems, monitoring regimes and documentation;

Ensuring that any breaches of Health & Safety are fully recorded, investigated
and acted upon in accordance with FCC’s standards, policies and procedures.
People

Manage, motivate and develop regional team [drivers/administrators/site staff],
and ensure that they are appropriately trained and skilful;

Be responsible for the Health and Safety of employees working on the contract
and the public / customers;

Build relationships with the client and other contract partners through the careful
management of expectations and the interests of all parties;

Develop contingency plans and arrangements to support permanent staffing
arrangements;

Work closely with internal colleagues, including; Sales, Customer services,
MRF, Group Plant Manager, Group Materials Manager, Estates Manager,
Engineering Manager, HR, H&S Advisor, Finance Manager and Doncaster
based support services.

Participate in the management of drivers by presenting safety meetings,
monitoring absence, completing spot assessments, ensuring their performance
is meeting the required standard.

Communicate instructions clearly and regularly to the administrator, operational
staff and management.

Manage /motivate /encourage / develop the Transport team

Identify training needs and arrange training as necessary
Financial responsibility

Ensure that all staff are aware of their P&L responsibilities;

Assist in the preparation of budgets and interim financial reports as required;

Undertake any other duties as may be reasonably required by the Company
from time to time.

Keep up to date with customer gains & losses in order to manage resources
effectively and ensuring appreciation of driver numbers and equipment required.

Raise/authorise credit notes/ liase with Central accounts.
Personal Qualities

First class communication skills, written and oral. Confident spokesperson,
credible as a representative of the company with external contacts, such as
Environment Agency, other regulatory bodies and community groups;

A strong health and safety awareness and determination to improve health and
safety aspects of the operation;


Numerate and IT literate, with the ability to use routing programmes and
manage information effectively;


Qualifications and Experience

Holder of a international/national road haulage CPC

Waste industry background / experience? (duty of care etc/H&S?)

Operational management within a sector where compliance with regulatory
controls is an important factor;

Experienced in managing teams in a production environment with a track record
of delivering to production and financial targets;

Experienced in preparing and working to budgets;


Experience of contracts and contract mechanisms;

Experience of managing the maintenance of a range of mechanical equipment;

Experience of managing supply and maintenance contracts and of negotiating
with manufacturers and service suppliers;

Proven experience of delivering business improvement;

Strong reputation for consistent delivery of projects on time and to budget within
a demanding commercial environment.
