4th Emergency Report of Typhoon Dujuan

1. Typhoon state (Data source: Central Weather Bureau)
The sea warnings of typhoon Dujuan were in effected on Sept. 27th, 2015 8:30, and land
warnings on 17:30. The level of typhoon in 22:00 today (28th) was still remain in severe. The eye
of the storm is at 25.7 Lat (N), 117.4 Lon (E), the 170 kilometers south of Kinmen; the radius
with 7 wind level was 180 km and one with 10 wind level was 50 km, moving at 17 to 13
kilometers per hour and heading to north-west and turning to north-north-west. The maximum
sustained wind near the center is 28 meter per sec. (approx. 101 km/h.), which equaled to level
10 wind. The transient wind was 35 meter per sec. (approx. 126 km/h.), which equaled to level
12 wind. The estimation position tomorrow (30th) 14:00 is at 27.8 Lat (N), 115.3 Lon (E), the
430 kilometers west-north-west of Fujou.
The latest data indicated that the intensity of 21st typhoon, which is now locating in Fujian
has decreased and the radius has also shrink in past 3 hours. The typhoon will heading to northwest to north-north-west. The radius is no longer covering Kinmen, and the CWB has lifted the
warning in 17:30 today. For the effect of circulating currents in the typhoon's periphery, Chiayi
County and City, Tainan City and Kaohsiung City has experienced the torrential rain. There is the
possibility of district torrential rain in Lianjiang County, Kinmen County, Yilan County and
Hualien County today (29th). Areas in south and south-east Taiwan has possibilities of district
heavy rain. The waves in coast areas of Taiwan (include Lanyu and Green Island) are still high,
please watch out for safety when performing activities on or nearby the seas. Considering of the
coinciding events of typhoon and super spring tide, coasts and low-lying areas should prevent for
the flood and seawater encroachment. The waves in seas around Taiwan (include Lanyu and
Green Island) are still high, fishing and sailing boats should keep alert. Areas with abundant
accumulated precipitation between Sept. 27th, 00:00 and 29th, 16:00 are listed as follows: 915 mm
in Taipinshan, Yilan, 716 mm in Fushan, New Taipei City, 635 mm in Tea Garden, Taipei City,
583 mm in Fenqihu, Chiayi County, 521 mm in Balin, Taoyuan City, 482 mm in Shichiusishan,
Hsinchu County, 452 mm in Bulow Coast, Hualien County, 403 mm in Tona Forest Trail,
Kaohsiung City, 388 mm in Guangzilin, Tainan City, 385 mm in Wudu, Keelung City, 366 mm in
Hsingaokou, Nantou County, 354 mm in Weiliaoshan, Pingtung County, 349 mm in Caolin,
Yunlin County, 311 mm in Wulin, Taichung City, 295 mm in Tai’an, Miaoli County, 265 mm in

When he stood on the corrugated sheet, he was
blew to 3 meters high from ground together with
the sheet and fell and crushed and was declared

(2) Suspension of railway
1. High Speed Rail: Normal operation.
2. Taiwan railways: Due to several damages of electricity system and toppled trees, which
interrupted the routes, all trains in north line scheduled before 18:00 were all suspended. Alishan
forest rail was suspended today.
(3) Suspension of airline
1. Airline:
(1) National: 4 flights were delayed and 146 were canceled on 29th.
(2) International: 89 flights were delayed and 52 were canceled on 29th.
(3) Mandarin Airlines has provided extra flights (Taipei-Kinmen-Taipei to and fro for 2 flights,
Taichung-Kinmen-Taichung to and fro for 1 flight, Taichung-Makong-Taichung to and fro for 1
flight)
2. Ships:
(1) 120 ships were suspended on 29th.
(2) Taiwanline provided extra ship at night on 29th, and remained travelers in Makong will take
ships at 8:00 return to Kaohsiung at 13:00 on 30th. The estimated transportation persons are about
1,075.
3. Others:
(1) 3,746 visitors in Lamay Island, Green Island, Matsu and Lanyu are well settled.
(2) 70 sights in 8 of 13 National Scenic Areas were closed for precaution. The administrations
were asked to reopen the sights after checking that the weather condition is safe.

1. Yulao River in Dachen Village, Changhua County. The road at 1K+500 on left bank
was caved and fell, the 16M2 (8x2 m) and a water gate (No. 18) were damaged. The
repair was completed in the afternoon on 29th.
2. Embankment nearby port of Sihu Township, Yunlin County was broke and under
repairing.
3. At 500m upstream of Hei Bridge in Madou Dist., Tainan City, 200m of claybank was
washed and broke and under repairing.
4. Drains in Yanshui Dist. and outlet in Xintianliao, Tainan City were broke gaped in
20m due to construction and wash. The place is under repairing

(1) Until 16:00 today (29th), the Agricultural losses reach NT$176,410,000, the losses in Yunlin
County were at 79,500,000 and were the hardest-hit (45%), followed by Yilan County 24,900,000
(14%), Yunlin County 20,590,000 (12%), and Nantou County and Miaoli County 16,710,000 and
15,570,000 respectively (each for 9%).
(2) The main damaged product was second phase paddy and 1,882 ha was damaged, losses reached
NT$23,000,000, followed by murcott, banana guava, Kyoho grape.
