INVITATION TO BID GARBAGE COLLECTION AND DISPOSAL INCLUDING SWEEPING OF ROADS, YARDS AND PAVEMENT PORT OF LUCENA, LUCENA CITY 1. The Philippine Ports Authority-Port Management Office of Batangas (PPA-PMOB) through its CY 2012 Corporate Operating Budget intends to apply the sum of TWO MILLION TWO HUNDRED THIRTY-NINE THOUSAND AND 00/100 (PHP2,239,000.00), PHILIPPINE CURRENCY, inclusive of Value Added Tax (VAT) being the Approved Budget for the Contract (ABC) to payments under the contract for GARBAGE COLLECTION AND DISPOSAL INCLUDING SWEEPING OF ROADS, YARDS AND PAVEMENT, PORT OF LUCENA, LUCENA CITY with Project Reference No. 03-2012. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The PPA-PMOB now invites bids for the GARBAGE COLLECTION AND DISPOSAL INCLUDING SWEEPING OF ROADS, YARDS AND PAVEMENT, PORT OF LUCENA, LUCENA CITYwhich covers a period of twelve (12) months. Bidders should have completed within the last two (2) years from the date of submission and receipt of bids at least a single contract similar to the project, equivalent to at least fifty percent (50%) of the ABC. The description of an eligible bidder is contained in Section II, Instruction to Bidders, of the Bidding Documents, particularly Clause No. 5 thereof. 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138. 4. Interested bidders may obtain further information from PPA-PMOB and inspect the Bidding Documents at the address given below during office hours from 13 September 2012 to 01 October 2012, during regular office hours. A complete set of the Bidding Documents may be purchased by interested bidders upon payment of a non-refundable fee for the Bidding Documents in the amount of THREE THOUSAND THREE HUNDRED SIXTY AND 00/100 (PHP 3,360.00), PHILIPPINE CURRENCY, inclusive of VAT. A Letter of Intent (LOI) is required to be submitted by interested bidders before purchasingthe Bidding Documents. 5. The PPA-PMOB will hold a Pre-Bid Conference on 19 September 2012, Wednesday, 10:00 A.M., at theConference Room, 7th Floor, PPA Administration Building, Port Access Road, Calicanto, Batangas City, which shall be open only to all interested parties who have purchased the Bidding Documents. 6. Bids must be delivered to the address below on or before 01October 2012, Monday, 9:00 A.M. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in Section II, Instruction to Bidders, of the Bidding Documents, particularly Clause No. 18 thereof. Bid opening shall be on 01 October 2012, Wednesday, 10:00 A.M. at the Conference Room, 7th Floor, PPA Administration Building, Port Access Road, Calicanto, Batangas City. Bids will be opened in the presence of the Bidders or their duly authorized representatives who choose to attend the same. Late bids will not be accepted. 7. The PPA-PMOB reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders. 8.
