INVITATION FOR BIDS (IFB)
The Government of Pakistan has received a Financial Contribution from the Federal Republic of
Germany through German Development Bank (hereinafter referred to as “KfW”), to support the
improvement of blood transfusion services in Pakistan - Safe Blood Transfusion Project – for the
supply of equipment for regional blood centres (hereinafter referred to as “RBC”). It is intended that
parts of the proceeds of this Contribution will be applied to eligible payments under contract for
procurement of Goods and Services for which this invitation for bids is issued.
The bidding will be conducted in accordance to the KfW’s “Guidelines for Procurement of Goods and
Services” and the relevant regulations of the Government of Pakistan. The bidding is open to all
companies, either national or international establishments.

Bidders have the option to bid for any of the nine lots or for all nine lots. However, Bidders must offer
for all items in full quantity in any lot selected. A partial bid is not acceptable. Bids shall be submitted
separately sealed by lot.
The Planning and Development Division, Planning Commission of Pakistan on behalf of the Project
Executing Agencies (provincial/state Departments of Health) of Safe Blood Transfusion Project, now
invites sealed bids from eligible bidders for the supply of equipment.
Interested eligible bidders may collect a complete set of Bidding Documents from 9:00 a.m. to 4:00
p.m. during working days from Monday to Friday following the day of advertisement and obtain further
information in respect of the bidding documents from the office of:

A complete set of Bidding Document in English may be purchased by any interested eligible bidder
upon the submission of a written application to: the Chief Health (at the address given above) and
upon payment of a non-refundable fee of Euro 100.00 or PKR 13,000.00.
The bidding document will be dispatched by registered mail, but under no circumstances will the
Purchaser be held responsible for any delivery or loss of the document mailed.
All the bids must be accompanied by a bid security of at least 2% of the bid amount and be
delivered to the SBTP office at the address mentioned above on or before 10.00am on Tuesday,
May 13, 2014.
Bids will be opened in the presence of Bidders or their representative, who choose to attend, on the
same day (Tuesday, May 13, 2014) at 10:30 am at the office of Safe Blood Transfusion Project.
As the Authority competent to accept the tender, the tender committee on behalf of the Project
Execution Agencies reserve the right to accept or reject one or all the Bids without assigning any
reason thereof. Award of the Contract will be subject to approval by the KfW Entwicklungsbank
(KfW), Federal Republic of Germany.
