Welcome to the Moonee Valley Planning e-newsletter. Each month we invite you to explore
and find out about planning and development matters affecting our city.
This edition includes an update on the former Moonee Ponds Market Site and the Draft
Essendon Junction Structure Plan.

POPULATION PROJECTIONS
Council appoints ID consulting to review its demographic data and produce its population
forecasts.
The most recent review indicates that the population of Moonee Valley is currently around
118,000. This is consistent with the annual Estimated Residential Population figure produced
by the Australian Bureau of Statistics (117,337 in 2014).
The population grew by two per cent from 2013 to 2014 (an increase of over 2,000
residents). This is the highest growth experienced in a single year over the last 10 years.
The population is expected to reach around 149,000 by 2036, an increase of close to 27 per
cent.
Council works closely with ID consulting on the preparation of these forecasts to ensure that
they are provided with as accurate base data as possible, especially around development
approvals. Assumptions which feed into the forecasts include information around residential
development, migration by age and household formation by age. Importantly, forecast data
is only as accurate as the assumptions which underpin the forecasts and can vary based on
policy and market changes.
This is why projections are reviewed every two years to ensure that they are as accurate as
possible based on the available data.
MAJOR DEVELOPMENTS
Former Moonee Ponds market site
The former Moonee Ponds Market site was sold by Leighton Properties to Caydon in April
2015.
We can confirm that Caydon has lodged a planning application to develop part of the site.
This new application will be assessed against the Moonee Valley Planning Scheme and the
assessment will also be informed by the Council endorsed Development Plan to ensure it is
generally in accordance with it.

STATE PLANNING REFORM
Better Apartments
The State Government has released a discussion paper, Better Apartments, to start a
conversation with the community about how to improve the design of apartments.
Have your say on what matters to you! Complete the State Government survey online or visit
the website to find out how to provide feedback. Council will also provide its own submission
on this discussion paper.
Feedback can be provided until Friday, 31 July 2015.
The State Government will also host forums and workshops during July and August.
LONG TERM PLANNING
Updating local flood controls
Council is working with Melbourne Water to update existing planning controls for land which
is subject to flooding or overland flow in Moonee Valley to ensure they are accurate and up
to date.
Amendment C151 (Special Building Overlay and Land Subject to Inundation Overlay
updates) will be exhibited from Friday, 9 July until Friday, 14 August. Affected property
owners have been sent information about the review and how they can provide feedback.
We're holding two drop-in information sessions for people to come and ask questions about
the updates and how it affects them.
Housing update
Consultation on Council’s Draft Housing Issues and Opportunities Paper closed on Friday, 5
June.
A report will go to the July Council meeting summarising the consultation process, feedback
and the next steps in the process.
Significant Trees
A Panel hearing for Amendment C149 (Significant Trees) was held on Tuesday, 16 June.
This amendment sought to add 19 trees to Schedule 2 to Clause 42.01 (Environment
Significance Overlay) of the Moonee Valley Planning Scheme. A Panel report will be
released in the coming weeks. The next step is for Council to review the Panel
recommendations and consider whether or not to adopt the amendment.
Council has received nominations for the next Significant Tree Review. These nominations
will be reviewed and a new study will start later this year.
GET INVOLVED
Draft Essendon Junction Structure Plan
We’ve extended the consultation period of the Draft Essendon Junction Structure Plan to
allow residents, traders and other affected persons to be able to view the plan and assess
the comprehensive amount of information.
Feedback on the draft plan will close on Friday, 21 August 2015.
Essendon Junction is a State Government nominated Neighbourhood Activity Centre. This
means it will continue to grow and accommodate more people and homes. Council’s role is
to develop a long-term plan, called a structure plan, for the centre which will guide any
changes and ensure that:
•
growth is managed appropriately
•
new locations for community facilities are identified
•
transport infrastructure improvements are coordinated
•
there is a clear advocacy plan for State Government projects

WHAT'S ON
Open House Melbourne Weekend
Over 100 buildings within Melbourne will open their doors for free, for you to experience
good design and architecture across the city. There will also be a full range of free events,
tours workshops and exhibitions for you to enjoy.

Raising the flags for NAIDOC Week
NAIDOC Week celebrations are held across Australia each July to celebrate the history,
culture and achievements of Aboriginal and Torres Strait Islander people.
Everyone is invited to attend our annual NAIDOC Week flag-raising ceremony, a fun familyfriendly event including cultural children’s activities, live music and morning tea.
