The three units share a common cooling water intake structure and each unit discharges its cooling water into the discharge canal. There also exists two large storage tanks used for storage of heavy fuel oil, mobile emergency power plants other structures to be removed as well. Historical operations at the plant have resulted in chemical and radiological contamination. The Nuclear Regulatory Commission (NRC) has current jurisdiction over radiological and mixed waste impacts and waste disposal. Department of Toxic Substances Control (DTSC), under a Voluntary Cleanup Agreement, is the lead state agency for investigation and remedial activities. Asbestos and hazardous material removal within the units will begin after shutdown of Units 1 and 2, and will take approximately twelve months to complete followed by demolition and disposal activities. All structures will be removed to grade level and the site prepared for unit 3 access and lay-down. Final environmental remediation and site restoration activities will begin after the completion of unit 3 dismantling activities in the fall of 2014. However, various investigation-related tasks will be required prior to obtaining an approved Remedial Action Plan from DTSC. Also, some interim soil removal measures will be conducted prior to development of the Remedial Action Plan due to incidental soils that are generated during demolition activities. SCOPE Seeking submittals from qualified and experienced firms to provide environmental services, which include but are not limited to the following: Project management services, specific to power generation and decommissioning of power units which involve both chemical and radiological risks Provide dedicated staff for the duration of the project which include at least: - Senior Biologist to perform as-needed monitoring to ensure that best management practices for the protection of sensitive habitats and wildlife are being effectively followed; - Onsite Environmental Manager whose responsibilities include ensuring project activities comply with all applicable environmental regulatory requirements; maintain PG&E EMS standards of performance; support and coordinate environmental compliance tasks with Environmental Coordinator; and - Onsite Waste Management Coordinator Where applicable prepare, implement and maintain compliance with various permits and reporting requirements such as: - Demolition permits with both the NCAUQMD and the County of Humboldt; - State’s General Construction Storm Water Permit; - Title V Operation Permit; and - NPDES Permit Maintain compliance with and assist with modifying existing plans and/or permits as required, such as: - Emergency Response Plan; - Spill Prevention Control and Countermeasure Plan; and - Hazardous Material Business Plan Obtain Clean Water Act Section 404 permit and any other permits for the option to backfill the Intake Channel, and Discharge Canals Prepare and implement a biological mitigation program regarding the backfilling the Intake Channel and Discharge Canals Prepare and implement an Environmental Management Plan as per PG&E Utility Standard Practice (USP) 17 that describes the company’s environmental management system (EMS) Prepare the necessary documents and conduct the investigation and remediation activities as required by DTSC and NRC, which may include: - Additional chemical and radiological site investigation; - Human Health Risk Assessment and Ecological Risk Assessment; - Feasibility Study (FS); and - Remedial Action Plan (Plan) Prepare any CEQA documentation as required Experience in remediation of similar sites to meet industrial cleanup criteria and obtain Certificate of Completion from DTSC and NRC Suppliers interested in pre-qualifying for this work must respond to the Request for Information (RFI) by no later than 2:00 p.m. (Pacific), Monday, January 4, 2010.
