HBPP consists of two fossil fuel steam generating units (Units 1 and 2) and a retired nuclear-fueled steam generating plant (Unit 3) which are schedule to be removed when the new natural gas power plant (HBGS) is commercial operational in the fall of 2010. HBPP Unit 3 is a 65 MWe boiling water reactor that operated from 1963 to 1976. Unit 3 was placed in SAFSTOR in 1987. The three units share a common cooling water intake structure and each unit discharges its cooling water into the discharge canal. There also exists two large storage tanks used for storage of heavy fuel oil, mobile emergency power plants other structures to be removed as well. Historical operations at the plant have resulted in chemical and radiological contamination. The Nuclear Regulatory Commission (NRC) has current jurisdiction over radiological and mixed waste impacts and waste disposal. Department of Toxic Substances Control (DTSC), under a Voluntary Cleanup Agreement, is the lead state agency for investigation and remedial activities. SCOPE The purpose of this Request for Information (RFI) is for PG&E to identify and qualify bidders for decommissioning, demolishing, and removing all structures associated with the existing fossil units at HBPP and restores the site for future reuse. This proposed Project does not include decommissioning of the nuclear unit, Unit 3, and its related systems. PG&E plans to issue a Request for Proposal (RFP) that is separate from this procurement and subsequent to this RFI, to find qualified engineering bidders that will characterize, engineer, plan, phase and make removal, packaging, and transportation recommendations for decommissioning Units 1&2. It is important to note that all disposal contracts for any radio logically contaminated materials, if any, will be between PG&E and the disposal site. Recyclable materials will be the responsibility of the Contractor, and it is expected that a credit and reporting of such will be provided to PG&E.
