A.
INTENT
The intent of this RFI is to search for staffing vendors that specialize in information technology
to assist Alameda County’s Information Technology Department (ITD) in providing application
development and maintenance services.
The County intends to release an RFP and award a three-year contract (with option to renew)
to multiple qualified bidders whose response conforms to the RFP and meets the County’s
requirements.
The County of Alameda does not guarantee that a subsequent RFP will be issued. Should an
RFP be issued, the terms and conditions described in this RFI are not guaranteed to remain
exactly the same.
B.
SCOPE
Alameda County Information Technology Department plans to enter into agreements with
technical staffing firms that have the expertise to provide assistance in all aspects of
application development and maintenance services in the areas of information processing
architecture, analysis, programming, data management, quality assurance, web support,
consulting, and project management. The technology expertise required ranges from Java,
.NET, COBOL, and PowerBuilder to newer technologies such as mobile applications and Open
Source. Unique requests such as a developer to assist in creating a game are not unusual.
C.
VENDOR QUALIFICATION CRITERIA
Vendor minimum qualification criteria include, but are not limited, to the following:
1.
Bidder must be regularly and continuously engaged in the business of providing
Information Technology (IT) professionals during the past five (5) years. This must be
verifiable through references and past projects completed.
2.
Bidder must have extensive experience with all aspects of application development and
maintenance services.
3.
Bidder must have a comprehensive understanding of all aspects of technology, as well
as current and future trends in the industry.
4.
Bidder must have extensive experience in understanding an organization’s technology
needs and providing the appropriate contractors in all disciplines.
5.
Bidder must have a strong customer relationship model that proactively partners with
the client to place the right resources at the right time and quickly resolve issues. This
must be verifiable through references.

Bidder must provide qualified individuals that have passed a hiring background check
(i.e., work history and references).
COUNTY PROVISIONS
1.
Small, Local, & Emerging Business Program: The County is vitally interested in
promoting the growth of small and emerging local businesses by means of increasing
the participation of these businesses in the County’s purchase of goods and services.
As a result of the County’s commitment to advance the economic opportunities of these
businesses, Bidders must meet the County’s Small and Emerging Locally Owned
Business requirements in order to be considered for the contract award. These
requirements can be found online at:

For purposes of this bid, applicable industries include, but are not limited to, the
following NAICS Code(s): 541511 and 541512 as having no more than $25.5 million in
average annual gross receipts over the last three (3) years; 541611 and 541690 as
having no more than $14 million in average annual gross receipts over the last three (3)
years; 561311 as having no more than $7 million in average annual gross receipts over
the last three (3) years.
An emerging business, as defined by the County, is one that has less than one-half (1/2)
of the preceding amount and has been in business less than five (5) years.

Alameda County GSA–Purchasing intends to issue an RFP in order to establish a contract for the
above-referenced service in the near future.
