MIRACOSTA COLLEGE CLASS TITLE: HUMAN RESOURCES ANALYST BASIC FUNCTION: Under the direction of the Human Resources (HR) Director, responsible for completing research and analysis of data necessary for completion of reports; creating, maintaining and revising documents and statistical reports related to assigned areas of responsibility. Assists in the development and implementation of district and departmental human resources policies and procedures. REPRESENTATIVE DUTIES: 1. Conducts research & surveys and makes recommendations of best practices in the area of compensation, benefits, recruitment, and other HR practices. Assist in the completion of responses to HR-related surveys from other organizations. Determines comparability of duties, responsibilities and conditions of work performed for public and private employers. (E) 2. Researches, compiles, and analyzes data and assists in developing issues and proposals for use in collective bargaining and meet and confer negotiations for all employee groups. Prepares recommendations for district negotiating teams. (E) 3. Conducts position classification studies, position audits and job analysis. Works with division heads to determine the experience, knowledge, skills and abilities required for positions. Develops and revises job descriptions and classes and prepares recommendations for the classification and reclassification of positions and classes. (E) 4. Completes periodic agency reports, expenditure reports, and other HR-related reports and plan updates. (E) 5. Works with hiring supervisor and technical experts to determine the selection, development, preparation and evaluation of materials for performance tests and worksample tests to be used during the interview process. Gathers and analyzes data for test validation studies. 6. Investigates, analyzes and evaluates complaints of alleged discriminatory employment practices and other employee complaints and recommends appropriate action. 7. Assists in the collection and analysis of data related to state-mandated cost reimbursement. Provides training to District employees in state-mandated cost reimbursement procedures. Coordinates with internal departments and external parties regarding state-mandated cost recovery. 8. Assists in updating existing policies and procedures and drafting new policies and or procedures as needed. 9. Performs complex special projects as assigned. MIRACOSTA COMMUNITY COLLEGE DISTRICT (E) = Essential job function 11/18/14 HUMAN RESOURCES ANALYST 3 EDUCATION AND EXPERIENCE: Education and experience equivalent to a Bachelor’s degree from an accredited college or university, preferably with a major in human resources management, industrial or organizational psychology, public administration, business administration, industrial and labor relations, pre-law or legal studies and 2 years of directly related experience (paid professional-level human resources experience). LICENSES AND OTHER REQUIREMENTS: N/A WORK DIRECTION, LEAD AND SUPERVISORY RESPONSIBILITIES: Not assigned permanent staff to supervise. May provide work direction to student and/or shortterm workers. CONTACTS: Department coworkers, administrators, faculty and staff. PHYSICAL EFFORT: Primarily sedentary with intermittent standing, walking, bending and stooping; occasional light lifting and carrying of objects weighing 25 pounds or less; ability to work at computer, including repetitive use of computer keyboard, mouse or other control devices; ability to travel to a variety of locations on and off campus as needed to conduct district business. May work at any district location or authorized facility during day and/or evening hours with occasional evenings, and/or weekends on an as-needed basis. Occasional local travel may be requested.
