MIRACOSTA COLLEGE CLASS TITLE: DIRECTOR, HUMAN RESOURCES BASIC FUNCTION: Under the direction of the Vice President, Business and Administrative Services, provides overall leadership, planning, development, direction and administration of Human Resources services. Directs, implements and coordinates equal opportunity hiring program. Assume the responsibilities of the Director, Risk Management/ADA Coordinator in the Director's absence and serves as an alternate at other times. REPRESENTATIVE DUTIES: 1. Direct the operation of the district's Human Resources office including the training, assignment, supervision, evaluation of the Human Resources staff; develop and manage the department, staff development and diversity budgets. Plan and organize personnel operations related to academic and classified staff; assure district compliance with federal and state laws on personnel (Education Code, Labor Code, Government Code, and Equal Opportunity laws and regulations). [E] 3. Develop, interpret, and implement policies and procedures for the active recruitment, selection, and employment of diverse personnel within equal opportunity guidelines. Develop recruitment plan and advertising strategies to maximize budget dollars. [E] 4. Develop and recommend personnel policies, procedures and programs to meet the needs of the district, keeping abreast of legislation and court decisions affecting community colleges. Write suggested policy changes for cabinet, appropriate administrator(s), department chair(s), and/or employee group(s). 5. Assist administrators, department chairs and other supervisors in decision making, conflict resolution including development and implementation of performance improvement plans, mediation, and disciplinary action. Investigate employee complaints and interpret college rules/regulations regarding Human Resource matters. [E] 6. Coordinate work with outside legal counsel to minimize liability and costs for the District. Provide background information, documentation, and testimony as required in litigated matters. 7. Oversee, coordinate and participate in District-wide staff development programs. Develop and administer comprehensive training programs for management/supervisory staff and classified employees. [E] 8. Direct the ongoing development of the Human Resources information system including the processing of personnel transactions and the maintenance of personnel records and files. Direct the compilation, validation, and submission of employee data reports to state and federal agencies. Develop processes, procedures, and reports to take maximum advantage of the Human Resources information system as a basis for planning and decision-making. 9. Administer classification and compensation program for the consistent evaluation of new and existing positions. Coordinate procedures for evaluation/appraisal of administrative, non-classroom faculty, and classified employees. [E] 10. Support and participate in collective bargaining process; advise and oversee administration of collective bargaining agreements, including processing of grievances, compliance with, interpretation and application of terms of agreements, and response to claims of unfair labor practices and allegations of contract violations by the district. 11. Perform other duties as assigned. [E]=essential job function 8/31/09 DIRECTOR, HUMAN RESOURCES 3 EDUCATION AND EXPERIENCE: Education and experience equivalent to a Masters degree in Human Resources, public administration, business administration or a related field, and four years of progressively responsible experience in Human Resources administration. LICENSES AND OTHER REQUIREMENTS: Valid California driver's license WORK DIRECTION, LEAD AND SUPERVISORY RESPONSIBILITIES: Human Resources technicians, Benefits Coordinator, Secretary/Clerk III, hourly temporary workers. CONTACTS: Administrators, governing board members, faculty, staff, students, legal counsel, Chancellor's office representatives, members of the public. PHYSICAL EFFORT: Primarily sedentary with intermittent standing, walking, bending and stooping; occasional light lifting and carrying of objects weighing 25 pounds or less; ability to travel to a variety of locations on and off campus as needed to conduct district business. EMOTIONAL EFFORT: Ability to develop and maintain effective working relationships involving interactions and communications personally, by phone and in writing with a variety of individuals and/or groups of individuals from diverse backgrounds on a regular, on-going basis; ability to work effectively under pressure on a variety of tasks concurrently while meeting established deadlines.
