CLASS TITLE: SPECIAL PROGRAMS COORDINATOR – Community &

Work Skill Programs

BASIC FUNCTION:

Under the direction of the Director, Community Services, use broad discretion to develop, plan, organize, coordinate and facilitate the operation of special programs. This includes hiring and monitoring instructors; purchasing supplies and tracking budgets; marketing programs; and working closely with individuals and organizations on and off campus.

DISTINGUISHING CHARACTERISTICS:

Generally, the Special Programs Coordinator for Community Services is responsible for classes, workshops and excursions in the Community Education Bulletin, work skill programs, and other programs as designated by the Director. Program development, growth, and adaptation for tuition assistance, Post 9-11 GI Bill, grant and other outreach programs. Support planning and implementation of the College for Kids program, including the supervision of the College for Kids

Coordinator. Facilitate the hiring, training and supervision of student workers, and support supervision of campus aide II’s. Room and key coordination for the office; payroll for the office; bulletin layout; policy and procedural manual development and upkeep.

REPRESENTATIVE DUTIES:

Work with Director to organize and grow Community Services Programs. Research and conduct studies and analyses to identify need for new programs and services and evaluate the effectiveness of current programs. (E)

Prepare statistical records and reports related to assigned areas; gather and analyze program data.

Provide specialized information and advice to students regarding educational and career goals, academic progress, financial problems, disabilities and other related issues.

Prepare and administer program budget as assigned; authorize expenditures according to established guidelines.

Develop specifications and coordinate with Purchasing for supplies, payment of contracts, etc. (E)

Compose electronic and printed information in media such as websites, calendars, newsletters, emails, social networking sites, and flyers, publicizing programs and services.

Establish timelines and prepare schedules and calendars to meet the requirements of sequential training. Coordinate logistical arrangements for activities associated with various programs.

9. Coordinate scheduling of contract providers and assist in resolving issues as necessary.

Monitor and evaluate contract providers to ascertain compliance with contract requirements. Verify accuracy of invoices received from contract providers and prepare for payment. (E)

10. Serve as liaison, exercising wide latitude of judgment, all room issues for assigned

Community Service courses and programs. Order, track, and distribute keys. Book rooms; request special room set-ups, including additional furniture/supplies; coordinate specialized room usage with other departments on campus; and approve room usage of

Community Service computer lab. (E)

11. Hire and monitor instruction provided by instructors and contractors; write contracts; review curriculum; and review payroll timesheets and manage payroll related files for all program employees. (E)

12. Monitor instruction provided by program instructors. Make frequent visits to the classroom deliver rosters, final grade rosters, and other information. Make judgments regarding instructor performance improvement.

13. Provide technical assistance and information to students, parents, schools, agencies, and the community regarding program contents and requirements, registration procedures, testing and evaluation procedures, forms and documents concerned, and other information as required. Review applications for completeness. Make judgments regarding resolution of student disciplinary issues.

14. Interpret a variety of laws, policies, and regulations pertinent to a project or program and explain them to clients. Create and update policy and procedure manuals for staff, instructors, clients, and agencies. (E)

15. Provide support to Community Services personnel regarding registration processes for students enrolled in programs.

16. Hire, train and supervise student and temporary workers.

17. Assist in the coordination, production and printing of Community Education Bulletin and

College for Kids bulletin; compile, organize and coordinate input from a wide variety of sources to produce publications; edit and proofread copy; take digital photos; establish effective timelines; work with PIO staff to publish and market courses and programs. (E)

18. Perform related duties as assigned.

EDUCATION AND EXPERIENCE:

Any combination equivalent to a Bachelor’s degree and five years of closely related work experience.

LICENSES AND OTHER REQUIREMENTS:

Valid California driver license. Employee must provide their own transportation to various locations within San Diego County and verify auto insurance coverage which meets District requirements.

WORK DIRECTION, LEAD AND SUPERVISORY RESPONSIBILITY:

Community Services Assistant I, student workers, campus aides, and other temporary personnel.

Provide direction and information to instructors.

PHYSICAL EFFORT:

Primarily sedentary with intermittent standing, walking, bending and stooping; occasional light lifting and carrying of objects weighing 25 pounds or less; including repetitive use of computer keyboard, mouse or other control devices; ability to travel to a variety of locations on and off campus as needed to conduct district business

EMOTIONAL EFFORT:

Ability to develop and maintain effective working relationships involving interactions and communications personally, by phone and in writing with a variety of individuals and/or groups of individuals from diverse backgrounds on a regular, on-going basis; ability to concentrate on detailed tasks for extended periods of time and/or intermittently while attending to other responsibilities; ability to work effectively under pressure on multiple tasks concurrently while meeting established deadlines and changing priorities.

WORKING CONDITIONS:

Primarily works in an office environment. Subject to frequent interruptions by individuals in person or by telephone, intermittent exposure to individuals acting in a disagreeable fashion.

May work at any district location or authorized facility during day and/or evening hours with occasional evenings, and/or weekends on an as-needed basis. Occasional local travel may be requested.
