CLASS TITLE: BENEFITS COORDINATOR/HUMAN RESOURCES SPECIALIST
BASIC FUNCTION:
Coordinate the administration of the District’s fringe benefits; process workers’ compensation
claims; act as District’s liaison to provide technical assistance to negotiate and accept program
changes to the various retirement systems; provide technical and administrative support to the
Directors of Human Resources and Risk Management; coordinate the hiring of District
employees; serve as the PeopleSoft HRMS Functional Lead.
REPRESENTATIVE DUTIES:
1.
Confer with benefits brokers, JPA and Benefits Consortium, insurance carriers, claims
adjusters and providers of medical services in the development and administration of the
District’s fringe benefits and/or other insurance programs including coverage, premiums,
claims processing, fees and plan requirements.
2.
Provide informational meetings for employees, Board Members and retirees as needed
to present new benefit options; conduct benefit orientations for new employees; answer
questions and resolve problems relating to employee health and welfare benefits;
coordinate the District’s benefits open enrollment; facilitate the set-up of employee
benefit selections; assure that eligibility criteria is met and appropriate application for
and/or enrollment in benefits has been completed; provide COBRA notifications.

Chair the District’s Fringe Benefits Standing Committee.

Provide required claim forms to and referral of injured workers to designated provider(s)
for evaluation and treatment; prepare workers' compensation 5020A forms; act as liaison
between Director and workers' compensation carrier to assist in the processing of
claims. Interact with employees and claims adjusters to assure that worker’s
compensation claims are accurately processed.

Provide technical and administrative support to the Directors of Human Resources and
Benefits/Risk Management, relieving them of a variety of such duties.
6.
Act as District’s liaison to provide technical assistance with limited authority to negotiate
and accept program changes to the State’s retirement systems (PERS and STRS) as
well as the hourly/part-time classified employees’ pension plan.
7.
Coordinate the logistics of the hiring of District faculty, staff and administrators, requiring
detailed knowledge of District policies and procedures and State Education Code;
monitor for compliance with District hiring requirements such as fingerprint clearance,
transcript verification, employment eligibility verification; process hire papers; assist in
the determination of salary placements for Associate Faculty.

8.
Prepare and send written notification to employees regarding their rights under the
Family Medical Leave Act; compile leave information and ensure medical certifications
and medical releases are received.
9.
Maintain a system of tracking TB certification compliance.
10.
Process faculty requests for approval of coursework for the purpose of advancement on
the Faculty Salary Schedule received by PAC and/or Academic Senate; review
coursework to determine if criteria is met, track eligible units and prepare request for
approval by the Governing Board and the Superintendent/President as needed.
11.
Review student accident reports for possible liability issues and refer to Risk Manager;
ensure appropriate paperwork is completed for all student excursions or any other offcampus activities; update property/liability insurance forms in accordance with District
policy changes; maintain records and files on insurance reports; audit cash balances
and premium due dates for insurance policies.
12.
Serve as the PeopleSoft Functional Lead for the Human Resources Department; make
system modification recommendations to the Director of Human Resources to increase
the functionality of the HR system to meet the Department's needs; serve as liaison
between the Human Resources staff, Payroll and AIS Departments to solve issues or
problems and coordinate changes in the system to best utilize the data; set-up HRMS
tables, panels, and fields as needed; develop business process modifications and
determine strategic solutions which may be technological, computer process-based;
determine and coordinate with the Director of Human Resources and AIS Department
security clearance to personnel data for other end users as the need arises.
13.
Create forms and flyers; prepare Personnel Reports for Governing Board Agendas,
compose correspondence and contracts; extract data and prepare complex statistical
reports; complete surveys related to employee compensation and benefits; conduct
various insurance surveys as needed.
14.
Obtain personal information and photos for newly hired employees for presentation at
campus convocations; prepare Powerpoint presentation and coordinate preparation of
presentation with Media Services Dept.
15.
Receive and screen visitors, schedule appointments; screen telephone calls providing
information or referring callers to appropriate department or staff and resolving problems
and questions as appropriate; distribute mail as needed; identify and refer matters to the
appropriate staff member in order of priority.
16.
Order and maintain office supplies and equipment; schedule maintenance and repair of
equipment; prepare and process purchase requisitions for the Human Resources and
Risk Management Departments as needed.
17.
Train and provide work direction and guidance to student workers, volunteers and other
staff as necessary.
18.
Perform related duties as assigned.

EDUCATION AND EXPERIENCE:
Equivalent to: Associate in Arts degree including or supplemented by course work in Secretarial
Science and two years directly related work experience.
LICENSES AND OTHER REQUIREMENTS:
Valid California Driver’s License
WORK DIRECTION, LEAD AND SUPERVISORY RESPONSIBILITIES:
Student workers, volunteers and employees temporarily assigned to light duty.

PHYSICAL EFFORT:
Primarily sedentary with intermittent standing, walking, bending and stooping; occasional light
lifting and carrying of objects weighing 25 pounds or less; ability to occasionally travel to
locations on and off campus to conduct District business.
EMOTIONAL EFFORT:
Ability to develop and maintain effective working relationships involving interactions and
communications personally, by phone or in writing with a variety of individuals and/or groups of
individuals from diverse backgrounds on a regular, ongoing basis; ability to work effectively
under pressure on a variety of tasks concurrently while meeting established deadlines and
changing priorities.
WORKING CONDITIONS:
Primarily business office environment; subject to frequent public contact and interruption in
person and by phone; usual assignment worked during daylight hours with evening hours
required on an intermittent, occasional basis.
