EL CAMINO COLLEGE Community Advancement Division Council Meeting Notes January 9, 2014 Present: Martha Aaron, Jose Anaya, Maryann Cohan, LauraLee Garinger, Jennifer Hutcherson, Megan Ruane, Alin Sanchez, Maricela Vital A scheduled meeting of the Community Advancement Division Council convened at 1:30 pm at the Business Training Center in Room 21. Introduction of Jennifer Hutcherson, the new Project Specialist for the Grants area. She joined us January 2nd. Review of Minutes from November 21st meeting Minutes approved as written. Department Updates o Career Pathways (CP)– Megan Ruane: 1) Concurrent enrollment – Last semester, the fall semester, we had 40 sections of concurrent enrollment classes with approximately 750 students. The majority of those have turned in enrollment forms for spring. Other schools, Palos Verdes, DaVinci and Hawthorne are still turning them in. We’re still working on that and getting everyone enrolled. 2) CAA (Career Advancement Academy) – This year we’re working with the South Bay Workforce Investment Board (SBWIB) because they are getting more resources this year. They actually get work experience this year. The first thing will be workshops every Tuesday, which is OSHA type training and math workshops. They actually get paid for onthe-job training. It is through Republic Waste. They will be replacing the wheels on the bottom of the trash bins. They work for $8.00 an hour, up to 120 hours. They are getting paid through the SBWIB. We have 15 people who are interested. Ten have been accepted. 3) CAA is on the Chancellor’s Board of Governors for Community Colleges for the CAA renewal grant. (Jose) CAA is the Career Advancement Academy and it’s a special grant that was awarded to El Camino College to target students that haven’t attended community college before. The grant targets those individuals, we recruit them into the program and they can choose Welding, Machine Tools and HVAC. It’s a contextualized curriculum where they learn English and Math in a contextualized environment. Because it is contextualized it has a higher level of success. There are some wraparound services that they are given so there is a very good success rate. It was a grant that was awarded to ECC and we performed really well. So now we’re going to get additional funds. There is $1,050,000 that will be coming to El Camino to support CAA efforts. We’re doing cohorts here at El Camino and also at Compton. SME (Society of Manufacturing Engineers) December 5th Party may be canceled because of low registration. o Center for Applied Competitive Technologies (CACT) – Darling Garcia: Not Present 1) H1-B Technical Skills Training Grant: Credit classes for Spring 2014: Recruitment going on at ECC and CEC for welding and machine tool technology courses. Cerritos College will offer the Process Technician class again. North Orange Community College will offer welding and machine tool technology. Incumbent worker training: Under the H1-B grant, we’ll offer a Certified Six Sigma Black Belt Test Prep course in February to employees from Boston Scientific, Northrop Grumman and Vought. 2) National Science Foundation (NSF): The current grant will end June 30, 2014. An application for a new grant was submitted and we are in the process of responding to 1 o o o readers’ questions, which is a good sign. If the proposal is funded, it will be effective as of October 2014 and run for three years. 3) Compton Program: The Fastener Program received machinery donations from industry partners. We are paying for the instructors to become certified on using the new equipment. The program has grown from one course to three. The Industrial Fasteners Institute, our main partner, is advertising our courses to its members. The recruitment effort at CEC is facing some challenges due to the new assessment requirements that have been enacted. Students must take the assessment test before registration. This has caused delayed registration or students have abandoned the enrollment process altogether. Community Education – Veronica Mendoza: Not present 1) Kid’s College 2014 scheduled for June 23-August 1st: Planning/scheduling has begun. Schedule to be completed and begin marketing on April 4th. 2) Winter/Spring 2014 catalog distributed in December 2013: Registrations have been strong. 3) Summer 2014 Catalog: Now in initial planning/scheduling phase. 4) Program Review of Community Education: Successfully completed the first solo Program Review for Community Education. Center for Customized Training (CCT) – Maricela Vital: 1) ETP Et12-0143 Two Year Contract: We received final payment from ETP on 12/20/13. This contract is now officially closed. 2) ETP 14-0800 AB118 Alternative & Renewable Fuel & Vehicle Technology Contract: We are working with Cerritos Community College, College of the Desert, City College of San Francisco and other cities, municipalities and companies to coordinate training. 3) ETP 13-0125 Two-Year Contract: Remaining funds have been allocated to Esterline Defense Technologies. Two Supervisory classes are taking place. 4) ETP ET14-0217 Two Year Contract: Our training partners Cerritos Community College and Quest have launched training at five companies. 5) Contract Ed: Space Exploration Technologies continues with SQL (Structured Query Language) training. City of Torrance has extended the term of the DDI contract to December 2014. Weber Metals has put the Hazwoper training on hold until further notice. 6) Other Activity: Eldon will be the liaison between Chief Melendez and the STCW program. Small Business Development Center (SBDC) – Laura Garinger: 1) The SBDC Network overall for the 2013 fiscal year exceeded the $100,000,000 capital infusion goal set by the SBA. This number includes all SBA and SBJA clients seen throughout the region. The lead center is optimistic that the SBA will take into consideration the time spent with SBJA clients who helped achieve the capital infusion goal. These clients are now regular SBA clients since the SBJA grant ended the end of 2013. The SBDC will be offering two special workshops in December. On December 17th we will have a workshop from 7pm-9pm on Covered California Info Session for Individuals. On December 19th we will have a workshop on Covered California Info Session for Businesses from 7pm-9pm. The workshops are open to all, not just our clients. The workshops will be held here at the Business Training Center. 2) The lead center will be holding their yearly LA SBDC Network Kickoff and Professional Development Day on February 12. This will include an awards luncheon, Neoserra Training (a new type of WebCATS data entry), and separate director’s and advisor’s meetings. It will be an all-day event held in Long Beach. 3) Star will be applying for a grant for training veterans in entrepreneurship. The grant can be awarded up to $50,000. 4) Workshops offered in January by the SBDC will be Business Loans 101 (1/14/14), Business Licenses, Corporations & LLC’s (1/16/14), The Basics of Starting a Business (1/21/14 and 1/29/14). This workshop is new and will combine the Small Business Orientation and Are You Ready to Start a Business? workshops. Other workshops 2 o occurring are How to Estimate Start-up Costs (1/21/14), Import Workshop (1/23/14), and Guided Business Plan (two-day workshop on 1/28-29/14. Workplace Learning Resource Center (WpLRC) – Maryann Cohan: 1) Terminal Island: Welding Contract will start up in February. This is last of the 5-year contract expiring 9/30/14. We will bid on a new 5 year contract for October 1, 2014. Parenting 5-year contract ended December 31, 2013. Bid for new 5-Year Parenting contract went out today. We will attend Community Relations Board luncheon next Wednesday. Metropolitan Detention Center: 2) Parenting 5-Year Contract has been extended to 6/30/14 with 24 sessions of instruction. STCW-95 (Standards for Training Certification and Watchkeeping): 3) STCW Class: Stalemate with STCW class because of Fire Academy. We are not allowed to conduct classes at the Fire Academy. If Fire Academy is available, we may have a class the week of January 28th. 4) Lifeboat Class: May have class January 14, 2014. Depends on WorkSource Centers. 5) Advanced Fire: Depends on location to burn. 6) Tankerman: Minimum of 5 students needed 7) Medical Provider: Minimum of 5 students needed. 8) Effective February 1, 2013 all workers who tend to off-shore rigs must have fire training. Ten plus students are waiting for Advanced Fire class. 9) Vessel Security Officer: Changes were submitted to comply with the Maritime Transportation Security & Administration (MTSA). Until approved we are unable to hold classes. Expect classes to begin February 3, 2014. 10) NEW CLASSES: Mandatory by USCG effective 1/12/14, Roberto to submit curriculum to USCG – Security Awareness Training for All Seafarers = 4 hours, Security Awareness Training for Seafarers with specific security duties = 8 hours. Sent syllabus and textbook for approval by Coast Guard. 11) STCW Basic Safety Certifications from the USCG have been approved for 10/01/1310/31/18 (5 years). Retail/Hospitality/Tourism Sector Navigator Grant: 12) Philip Sutton is having basically to do double duty. He has to run the Workplace Learning Resource Center but also be the Sector Navigator and help coordinate efforts statewide in the retail, hospitality and tourism. Discussion a) Adult Education Grant – We are partnering with the adult programs in our district; that’s Inglewood, Centinela, South Bay and Torrance. In partnering with them we’re going to put together a plan of how we are going to serve the adult learners and create programs that accelerate and increase student success. The consortium will receive approximately $317,000 to put a plan together and then by 2015/16 we’re going to have to execute to that grant. The thought is, as students go through an adult program; we will put together career pathways for them to follow either to El Camino or a job. b) E-mail Protocol – Just wanted to reiterate the e-mail protocol mentioned at the last meeting. When you do an e-mail blast make sure you put the e-mail blast under “bcc”. That way when people respond to your e-mail they just respond to you and not everyone. Adjournment at 2:30 pm 3
