TERMS OF REFERENCE
3 Short Term Experts (STE) for
the activity of facilitate/moderate sessions during the National conference
“Structure for dialogue between the Government and the civil society”,
Ohrid (19-20 June 2013)
Background of the assignment
The general objectives of this project is to strengthen the overall capacities and accountability of the Civil
Society Organizations (CSOs) within the IPA beneficiaries and to guarantee the quality of services of CSOs
and a sustainable role of the CSOs in the democratic process. The main purposes of the project are to:
 Increase and improve the capacity and actions of CSOs and to
 Improve the democratic role of CSOs.
An important component of the project is the relationship between CSOs and other stakeholders with
particular focus on the cooperation and dialogue between CSOs and Government. TACSO Macedonian Office
aims to create enabling environment for establishment of consultative body for dialogue between the
Government and the civil society – measure foreseen with the Government strategy for cooperation with
NGOs (2012-2017).
With that purpose in mind, Macedonian TACSO office, is organising national conference – Structure for
dialogue between the Government and the civil society, which will be held in Ohrid (19-20 June 2013). The
purpose of this assignment is to support TACSO Macedonian Office to facilitate/moderate sessions during the
national conference.
The work will be coordinated by the Resident Advisor.
Scope of the assignment
The short term experts (STE) will provide assistance to the Macedonian TACSO team in the following:
 Preparing the conference “Structure for dialogue between the Government and the civil society”;
 Delivery of the conference programme on 19-20 June in Ohrid.
 Preparing final report from the conference in English
Activities to be carried out
By the end of the assignment, the STEs should have finalized or delivered:
 Developing design of the conference agenda, plenary sessions and 3 working group sessions (in
appropriate formats);
 Preparing relevant materials to stimulate working group sessions and interactive discussions
 Facilitating/moderating conference sessions and working groups
 Preparing reports on working group sessions and interactive discussions
Deliverables/results
By the end of the assignment, the STEs should have finalized:
 Final design and agenda for the conference and 3 working groups;

Relevant materials to stimulate working group sessions and interactive discussions;
Final report on working group sessions and final conference report.
All deliverables should be in English.
Location of assignment

Countrywide and in Ohrid
Duration and timing of the assignment
The assignment is planned to take place from 10 June and conclude on 30 June 2013. The conference is
scheduled for 19 and 20 of June in Ohrid.
Profile of the STE:
Senior STE:
 University degree (advanced degree is an asset)
 Minimum 5 years of professional experience in the field of CSOs development (experience in CSOsGovernment dialog and cooperation will be an asset);
 Proven professional experience in facilitating/moderating similar events
(at least 5 similar
assignments);
 Strong computer literacy;
 Excellent communication skills and fluency in spoken and written Macedonian and English;
 Good understanding of the context in which CSOs in the country operate.
Applicants must be independent and free from any conflict of interest. Note that civil servants and other staff
of a beneficiary public administration may not be recruited as STE unless to prior written approval has been
obtained from Contracting Authority.
Monitoring and evaluation of the STE
The activity will be monitored by the Resident Advisor.
The STE will deliver a mission report to the TACSO National office before remuneration
Application procedure
Applications must be in English and entail the following:
 Letter of intent and availability, information on financial requirements.
 Proposal /detail explanation of methodology that will be used for facilitation of the working group
sessions
 3 references from similar assignments
