TERMS OF REFERENCE
1 Senior and 1 Junior Short Term Expert (STE) for
Implementation of national trainings in
“Citizens’ Participation in the Decision Making Process”
Background of the assignment
The general objectives of the TACSO project is to strengthen the overall capacities and
accountability of the Civil Society Organizations (CSOs) within the IPA beneficiaries and to
guarantee the quality of services of CSOs and a sustainable role of the CSOs in the democratic
process. The main purposes of the project are to:

Increase and improve the capacity and actions of CSOs and to

Improve the democratic role of CSOs.
An important activity under this heading is the implementation of national trainings, which aim to
increase the capacity of CSOs representatives from the country in a number of key areas, including
citizen's participation, CSO management, advocacy/lobbying and developing/managing EU projects.
The main purpose of this assignment is to contribute to the TACSO project component: Capacity
development of CSOs by designing and implementing National Trainings (basic and advanced) in
Citizen participation in decision making process for selected CSO participants from the country.
The work will be coordinated by the Resident Advisor, Project Officer and AFA.
Specific objectives of the trainings are:
 To enhance knowledge and skills of selected CSO representatives from the country on citizens’
participation in decision making process. The focus of this training will be to equip participants
with methods, techniques, tools and approaches for better success in influencing public policy.
Scope of the assignment
Under the overall guidance of the Macedonian TACSO office, the duties and responsibilities of the Short
Term Experts/ Trainers for “Citizens participation in decision making process” are as follows:
 Proposing the content and design of two trainings in Citizen participation in decision making
process : one on basic level and one on advanced level based on the curriculum developed for
the TACSO regional training on this issue;
 Design and carry out Training needs assessment so as to identify the participants’ expectations
 Delivering two trainings for selected CSO representatives from the country (one basic level
training and one advanced level training)
 Selecting and adapting training materials to be used by participants during and after the trainings
are finalized.
 Carry out end-of-training evaluation and include the evaluation results in the final report.
 Preparing training report for both trainings (including information on training delivery process,
results achieved, participants evaluation, main conclusions and recommendations for future
work) seven days after the completion of the training sessions.

Activities to be carried out




Developing the agenda for training and selecting/adapting training materials and handouts
Delivering 2 days introductory basic level training in Citizen participation for decision making
process for 20 CSOs representatives from the country with the following main topics to be
covered:

Citizen's participation in the decision-making process – levels of participation, their
purpose, different methods, techniques, tools and approaches

Experiences in citizens’ participation in decision-making

Challenges faced in citizens’ participation on local level and options for overcoming these
obstacles.
Delivering training on advanced level (2 days training) for 20 CSOs representatives from the
country with the following main topics to be covered:

Citizens’ participation in the decision-making process – levels of participation, their
purpose, different methods, techniques, tools and approaches

Experiences in citizens’ participation in decision-making, challenges faced and options
for overcoming these obstacles.

Role of CSOs and other stakeholders in developing and institutionalizing mechanisms for
citizens’ participation

EU best practices in citizens’ participation in the decision-making process
Preparation of trainings report as stated under Scope of Assignment.
Deliverables/results
By the end of the assignment, the STEs should have finalized or delivered:
 Training agenda for two trainings in citizens’ participation in decision-making trainings (basic
training - 2 days and advanced training - 2 days)
 Training sessions outline for both trainings
 Power point presentations to support training sessions
 Final report on content and results of the trainings, including evaluation reports.

Duration and timing of the assignment
The assignment is planned to take place from 20 October and conclude on 24 February 2011 with
duration of 16 working days in total.

Profile of the STE:
Senior STE:
 University degree in political sciences or relevant field, advanced degree is an asset.
 Proven records for at least 10 years working experience in the field of the assignment.
 Proven background as trainer, educator. At least 5 years training experience, with a specific
focus on citizen’s participation in decision making process, CSO-government relations, advocacy
and policy-making.
 Good understanding of the context in which CSOs operate in the country and the region
 Excellent facilitation and communication skills
 Computer literacy
 Fluent in written and spoken Macedonian & English
Junior STE:
 University degree;
 A minimum 5 years of experience in the field with civil society and participation issues.
 Strong communication, facilitation and analytical skills;
 Practical experience in development of training programs, workshops
 Computer literacy
 Fluent in written and spoken Macedonian & English
Applicants must be independent and free from any conflict of interest. Note that civil servants and other
staff of a beneficiary public administration may not be recruited as STE unless to prior written approval
has been obtained from Contracting Authority.
Monitoring and evaluation of the STE
The activity will be monitored by the Resident Advisor.
The STE will deliver a mission report to the TACSO National Office before remuneration.
