TERMS OF REFERENCE
Consultant for implementation of Regular overview
of funding opportunities for CSOs
Background of the assignment
The general objectives of the TACSO project is to strengthen the overall capacities and
accountability of the Civil Society Organizations (CSOs) within the IPA beneficiaries and to
guarantee the quality of services of CSOs and a sustainable role of the CSOs in the democratic
process. The main purposes of the project are to:

Increase and improve the capacity and actions of CSOs and to

Improve the democratic role of CSOs.
An important activity under this heading is the implementation of project activities under the
Component: Research, help desk and guidance. The operation of the help desk is perceived as a
great value for the smooth operation and sustainability of CSOs in the country. CSOs refer to the
help desk related with many different issues from their daily operations. Particular area of their
interest is provision of information about funding possibilities available to CSOs.
The main purpose of this assignment is to assist TACSO project team in collecting information for
help desk activities as distributing open calls and information about the possible funding
opportunities for CSOs in the country.
The work will be coordinated by the Resident Advisor and Project Officer.
Specific objectives of the assignment are:
 To provide up-dated information to CSOs about EU and other funding possibilities for CSOs
 To support CSOs in exploring funding possibilities and planning their fundraising efforts
Scope of the assignment
Under the overall guidance of the Macedonian TACSO office, the duties and responsibilities of the
Consultant (Organisation/Company) are:
 To propose approach for collecting and updating of available information regarding the
funding opportunities for CSOs for the period March 2012 – June 2013
 To collect and regularly up-date available information regarding the funding opportunities for
CSOs
 To develop format and present available information in the format agreed
Activities to be carried out

Preparing plan for the assignment that should include list of the sources of information that
are going to be used, frequency of checking the sources and frequency of up-dating the
gathered data.

Preparing adequate format/s for presentation of the gathered data
Regular gathering of relevant information/calls. At minimum the following should be included
in the data search: all relevant EU funding available for CSOs (IPA national and multibeneficiary programme, EIDHR, Community programmes), USAID, SDC, UNDP. Other
bilateral funds and donors included will be advantage.
Preparing and regular up-dating the list of available funding opportunities for CSOs (monthly
up-dates are required at minimum)
Preparing reports quarterly and at the end of the assignment
Deliverables/results
By the end of the assignment, the Consultant should have finalized or delivered:
 Format for monthly updates of the EU and other funds available for CSOs. Format should be
prepared in a user friendly format and at minimum should contain overview/table with name
of the donor, status of the call (forecast, open), themes/priorities of the call, deadline for
application, eligibility criteria and link to the call and guidelines.
 List of available EU and other open calls for CSOs presented in the agreed format and
regular up-date of the list
 List of funds for CSOs available on on-going base (without deadline for application and open
calls)
 Alerts for new calls for CSOs when those are not possible to be included in the regular updates
 Quarterly reports and final report on contents (number and description of sources checked)
and results (number of up-dates prepared, number of calls covered, number of alerts
prepared etc.) of the activity
Location, duration and timing of the assignment

The assignment is planned to take place from 15th of March 2012 and conclude on 30 June
2013.
Requirements to be met by the Consultant
The Consultant (Organisation/Company) should have proven record of at least 5 years of
experience in delivering services related with EU funding and fundraising for CSOs.
The Consultant should propose Expert (officer responsible for the assignment and communication
with the TACSO project) fulfilling the following requirements:
 University degree in the field of assignment, advanced degree is an asset.
 Proven records of at least 5 years working experience in the field of the assignment.
 Proven understanding and knowledge of EU funds for CSOs
 Understanding about civil society
 Fluent in Macedonian & English
Monitoring and evaluation of the Consultant
The activity will be monitored by the Resident Advisor.
The Consultant will deliver quarterly reports about the progress of the assignment and receive
feedback and further guidelines from the TACSO National Office.

Applications must be in English and entail the following:





Letter of motivation
Proposed approach including draft list of sources of information and funds that are going to
be covered, frequency of up-dating the list and main data planned to be included in the
format for presentation
Proposed budget for the listed activities
CV in EU format of the Expert proposed for the assignment;
Reference list of the organization’s proven records of experience in the area of the
assignment.
