Background of the assignment
The general objective of the project Technical Assistance to the Civil Organisations 2
(TACSO 2) from the Instrument for Pre-Accession Assistance (IPA) Beneficiaries 2 is to
strengthen civil society within a participative democracy, to stimulate a civil society-friendly
‘environment’ and culture, as well as the general objective to strengthen the overall capacities
and accountability of Civil Society Organisations (CSOs) within the IPA beneficiaries and to
guarantee the quality of services of CSOs and a sustainable role of CSOs in the democratic
process.
The main purposes of the project are to:
 increase and improve the capacity and actions of CSOs; and
 improve the democratic role of CSOs.
Scope of the assignment
The TACSO Regional Office is in the process of setting up a list of pre-selected consultants
who will assist the project in design and visual solutions for TACSO publications and
materials.
Location of the assignment
Reporting will be made to the Regional Office in Sarajevo. However, experts will not have to
be physically located in Sarajevo in order to be eligible to apply.
Duration and timing of the assignment(s)
The assignments will be conducted throughout TACSO 2 from September 2013 – August
2017. Specific contracts, timing and allotted days will be dependent on the assignment(s).
Profile of the STE:
 Fluent in written and spoken English
 At least three to five years of design related work experience
 Prior experience in working with EU Projects
 Knowledge of the Communication and Visibility Manual for European Union External
Actions
 Good understanding of the TACSO project as well as the CSO environment in the
region

Monitoring and evaluation of the STE
The activity will be monitored by the respected member of the Regional Office. The STE will
deliver a final product to the TACSO Office before remuneration.
Application procedure
Applications must be in English and entail the following:
 Company profile or if individual, CV in EU format, indicating three references from
similar assignments
 Motivation letter including remuneration expectations
 Examples of work
