Technical Assistance Service Contract for the implementation of the project
“Capacity Building of Civil Society in the IPA countries and Territories (Albania, Bosnia and
Herzegovina, Croatia, Former Yugoslav Republic of Macedonia, Kosovo under UNSCR 1244/99,
Montenegro, Serbia and Turkey the former Yugoslav Republic of Macedonia).

TERMS OF REFERENCE
1 Senior and 1 Junior Short Term Expert (STE) for
the activity of national trainings
“Preparation of applications for EU funded projects”
Background of the assignment
The general objectives of this project is to strengthen the overall capacities and accountability of the
Civil Society Organizations (CSOs) within the IPA beneficiaries and to guarantee the quality of
services of CSOs and a sustainable role of the CSOs in the democratic process. The main purposes
of the project are to:

Increase and improve the capacity and actions of CSOs and to

Improve the democratic role of CSOs.
An important activity under this heading is the implementation of national trainings, which aim to
increase the capacity of CSO representatives from the country in a number of key areas, including
citizen's participation, CSO management, advocacy/lobbying and developing/managing EU projects.
The main purpose of this assignment is to contribute to the TACSO project component: Capacity
development of CSOs by designing and implementing two trainings in Preparation of applications
for EU funded projects for selected CSO participants from the country.
The work will be coordinated by the Resident Advisor, Project Officer and AFA.
Specific objectives of the trainings Preparation of applications for EU funded projects are:
 To increase capacity of selected CSO representatives on project planning and preparation
of EU project applications
 To increase participants awareness and knowledge on the EU funds available to CSOs.
Scope of the assignment
Under the overall guidance of the Macedonian TACSO office, the duties and responsibilities of the Short
Term Experts/ Trainers for “Preparation of applications for EU funded projects” are as follows:
 Proposing the content and design of training in Preparation of applications for EU funded
projects including draft agenda for the training.
 Design and carry out Training needs assessment so as to identify the participants’ expectations
 Delivering two trainings for selected CSO representatives from the country
 Selecting and adapting training materials to be used by participants during and after the trainings
are finalized.
 Carry out end-of-training evaluation and include the evaluation results in the final report.
 Preparing training report for both trainings (including information on training delivery process,
results achieved, participants evaluation, main conclusions and recommendations for future
work) seven days after the completion of the training sessions.

Implement two (2 days) trainings on developing and managing EU funded projects for 2x 20
CSO representatives from the country with the following main topics to be covered:
o Overview of EU funding opportunities for CSOs
o Call for proposals (CfP) and Guidelines for Applicants (GfA) for EU grants schemes
o Application package
o Preparation of concept note
o EU application form
o Principles and the Budget form
o Benefits from project partnership
Analysis of best practices and good examples from the country and from the local CSO
environment which already exists in regards of EU projects should be included in the training
agenda (study case)
Final report on contents and results of training, including evaluation reports.
Deliverables/results
By the end of the assignment, the STEs should have finalized or delivered:
 Training agenda for training in Preparation of applications for EU funded projects
 Training sessions outline for the training
 Power point presentations to support training sessions
 Final report on content and results of the trainings, including evaluation reports.
Location of assignment

First training on Preparation of applications for EU funded projects is scheduled for 19-20
April 2011 in Prilep, and second training is planned for 4-5 May 2011 in Struga
Duration and timing of the assignment
The assignment is planned to take place from 10 April and conclude on 15 May 2011 with duration
of 16 working days in total.

Profile of the STEs
Senior STE:
 University degree in relevant field of assignment, advanced degree is an asset;
 Proven records for at least 10 years working experience in the field of CSOs programming and
funding, including grant scheme management;
 At least 5 years specific professional experience in development and implementation of training
programmes for civil society organisations and/or other institutions in grant schemes;
 Knowledge of rules and procedures (PRAG, IPA) applying to the EU external aid and Structural
and cohesion funds;
 Experience in at least one projects in design, implementation and monitoring of grand schemes
for civil society;

Excellent facilitation and communication skills;
Computer literacy;
Fluent in English (Macedonian or languages from the region will be considered as an asset).
Junior STE:
 University degree in relevant field of assignment;
 A minimum 5 years of working experience in the field of EU projects development and
management;
 Experience in development and implementation of, at least 2 training programmes for civil
society organisations and/or other institutions in grant schemes;
 Strong communication, facilitation and analytical skills;
 Practical experience in development of training programs, workshops;
 Computer literacy;
 Fluent in English (Macedonian or languages from the region will be considered as an asset).
Applicants must be independent and free from any conflict of interest. Note that civil servants and other
staff of a beneficiary public administration may not be recruited as STE unless to prior written approval
has been obtained from Contracting Authority.
Monitoring and evaluation of the STE
The activity will be monitored by the Resident Advisor.
The STEs will deliver a mission report to the Team leader before remuneration.
