Technical Assistance Service Contract for the implementation of the project “Capacity Building of Civil Society in the IPA countries and Territories (Albania, Bosnia and Herzegovina, Croatia, Former Yugoslav Republic of Macedonia, Kosovo under UNSCR 1244/99, Montenegro, Serbia and Turkey the former Yugoslav Republic of Macedonia) EuropeAid/127427/C/SER/Multi TERMS OF REFERENCE 1 Senior and 1 Junior Short Term Expert (STE) for Implementation of national trainings in “Strengthening analytical capacities for watch dog role of CSOs” Background of the assignment The general objectives of the TACSO project is to strengthen the overall capacities and accountability of the Civil Society Organizations (CSOs) within the IPA beneficiaries and to guarantee the quality of services of CSOs and a sustainable role of the CSOs in the democratic process. The main purposes of the project are to: Increase and improve the capacity and actions of CSOs and to Improve the democratic role of CSOs. An important activity under this heading is the implementation of national trainings, which aim to increase the capacity of CSOs representatives from the country in a number of key areas, including citizen's participation, CSO management, advocacy/lobbying and developing/managing EU projects. The main purpose of this assignment is to contribute to the TACSO project component: Capacity development of CSOs by designing and implementing training in Strengthening analytical capacities for watch dog role of CSOs for selected CSO participants from the country. The work will be coordinated by the Resident Advisor, Project Officer and AFA. Specific objectives of the trainings are: To analyze different policy processes, models that describe them and identify/familiarize with those that could be used to describe the policy processes in Macedonia. To encourage CSOs to engage in advocacy and watch dog role relying on sound policy analysis To increase knowledge and skills of selected CSO representatives to build arguments serving to their watch dog activities by producing policy papers and/or briefs Scope of the assignment Under the overall guidance of the Macedonian TACSO office, the duties and responsibilities of the Short Term Experts/ Trainers for “Strengthening analytical capacities for watch dog role of CSOs” are as follows: Proposing the content and design of one training in Strengthening analytical capacities for watch dog role of CSOs Design and carry out Training needs assessment so as to identify the participants’ expectations Delivering one training for selected CSOs representatives from the country Selecting and adapting training materials to be used by participants during and after the training is finalized. Carry out end-of-training evaluation and include the evaluation results in the final report. Activities to be carried out Developing the agenda for training and selecting/adapting training materials and handouts Delivering 3 days training in Strengthening analytical capacities for watch dog role of CSOs for 20 CSOs representatives from the country with the following main topics to be covered: Purpose of policy papers and briefs as decision making tools Structural elements of the policy study and/or policy brief Effectively organising and presenting policy paper and /or policy brief On-line support to training participants to finalize their policy papers/briefs as a follow-up to the training Preparation of trainings report as stated under Scope of Assignment. Deliverables/results By the end of the assignment, the STEs should have finalized or delivered: Training agenda for one training in Strengthening analytical capacities for watch dog role of CSOs (3 days) Training sessions outline for the training Power point presentations to support training sessions Structured feedback and advice to draft policy papers/briefs prepared by participants Final report on content and results of the trainings, including evaluation reports. Location of assignment Strengthening analytical capacities for watch dog role training 21 – 23 June 2011, Ohrid Duration and timing of the assignment The assignment is planned to take place from 15 May and conclude on 15 July 2011 with duration of 18 working days in total. Proven records for at least 10 years working experience in the field of the assignment. Proven background as trainer, educator. At least 5 years training experience, with a specific focus on, policy-making, CSO-government relations and advocacy. Strong communication, facilitation and analytical skills; Practical experience in development of training programs, workshops Computer literacy Fluent in written and spoken Macedonian and English Applicants must be independent and free from any conflict of interest. Note that civil servants and other staff of a beneficiary public administration may not be recruited as STE unless to prior written approval has been obtained from Contracting Authority. Monitoring and evaluation of the STE The activity will be monitored by the Resident Advisor. The STE will deliver a mission report to the TACSO National Office before remuneration.
