TERMS OF REFERENCE
1 Senior Short Term Expert (STE) for
the activity of preparation of methodology and tools for the capacity building
programme
Background of the assignment
The general objectives of this project is to strengthen the overall capacities and accountability of the Civil
Society Organizations (CSOs) within the IPA beneficiaries and to guarantee the quality of services of
CSOs and a sustainable role of the CSOs in the democratic process. The main purposes of the project
are to:
 Increase and improve the capacity and actions of CSOs and to
 Improve the democratic role of CSOs.
An important activity under this heading is the capacity building component. During the first phase of the
project comprehensive training programme was implemented on the national level. In the second phase
further capacity building is foreseen for CSOs, building further on the experiences and results achieved
during the first phase. Thus, the programme will be directed to building capacities of the organization as a
whole and will include continuous and combined support that will cover more segments of the
organization and will be implemented through mentorship, guidance and workshops. Each of the selected
organisations will receive individualized approach based on assessment of its capacities and needs and
individual capacity building plan. More information on the Capacity Building Programme is available on

The purpose of this assignment is to help TACSO Macedonian team to prepare the methodology and
tools for the capacity building component of the project for the second phase.
The work will be coordinated by the Resident Advisor, Project Officer and AFA.
Scope of the assignment
The short term expert (STE) will provide assistance to the Macedonian TACSO team to propose and pilot
methodology and specific tools for the capacity building program in the second phase of the project.
Specifically STE should:
 Propose methodology and tools for assessment of organizational capacities and preparation of
capacity building plans of the selected CSOs
 Pilot the prepared methodology and tools through exercise in the field
 Propose methodology for the mentoring process that is going to be delivered by selected CSOsmentors

Activities to be carried out
 Define detailed scope of the assignment in cooperation with TACSO team
 Prepare and propose methodology and appropriate tool for assessment of organizational
capacities of CSOs
 Prepare and propose format for preparation of individual capacity building plans
 Pilot the proposed methodology and tools in the field with one CSO. The exercise should be
conducted with participatory approach and based on self-assessment by the organization, and STE
should facilitate the exercise.
 Prepare blueprints of the assessment tool and capacity building plan as a result of the field
exercise
 Prepare and deliver introductory workshop for the mentoring organizations (about 10 CSOs
should be involved)
 Prepare final report
Deliverables/results
By the end of the assignment, the STE should have finalized:
 Format/tool for assessment of the organizational capacities of CSOs. Assessment should cover
all organizational aspects (mission, strategy, systems and procedures, human resurses) as well
outputs and results of the organization.
 Format for capacity building plan for CSOs, which should at minimum contain capacity building
objectives, measures, expected results and indicators for the progress achieved.
 Blueprint of assessment of organizational capacities
 Blueprint of capacity building plan
 Guidelines for mentoring organizations
 Introductory workshop for the mentoring organizations
 Final report of the short term assignment
Location of assignment

Countrywide and in the Macedonian TACSO office based in Skopje
Duration and timing of the assignment
The assignment is planned to take place from 23rd April 2012 and conclude on 29th June 2012 with
duration of 12 working days in total.

Profile of the STE:
Senior STE:
 Advanced university degree in Social Science, Economics or other suitable disciplines;
 At least 8 years of working experience in the CSO working field;
 Proven working record at least 5 years as a trainer and consultant in the field of capacity building;
 At least 5 similar assignments (assessments, evaluations);
 Excellent communication skills and fluency in spoken and written English;
 Good understanding of the context in which CSOs in the country operate.
Applicants must be independent and free from any conflict of interest. Note that civil servants and other
staff of a beneficiary public administration may not be recruited as STE unless to prior written approval
has been obtained from Contracting Authority.
Monitoring and evaluation of the STE
The activity will be monitored by the Resident Advisor.
The STE will deliver a mission report to the TACSO National office before remuneration.
