1 Senior Short Term Expert (STE) for
Implementation of informative event/debate on
“Tax frame for Civil Society Organisations”
Background of the assignment
The general objectives of the TACSO project is to strengthen the overall capacities and
accountability of the Civil Society Organizations (CSOs) within the IPA beneficiaries and to
guarantee the quality of services of CSOs and a sustainable role of the CSOs in the democratic
process. The main purposes of the project are to:

Increase and improve the capacity and actions of CSOs and to

Improve the democratic role of CSOs.
The Needs Assessment implemented at the beginning of TACSO II proved that the CSOs’
representatives are not well informed about the tax frame relevant for the operation of CSOs. In
addition to this, many questions were posed to the TACSO Macedonian help-desk about the tax
frame and the implementation of the tax legislation by the relevant institutions (the Public Revenue
Office). At the end of TACSO I, one-day workshop was implemented in cooperation with CSO ORT.
However, at this workshop there were no representatives from the Public Revenue Office thus many
issues raised by CSOs about the implementation of the tax legislation remained unsolved.
TACSO Office will organise one informative event/debate with purpose to inform CSOs regarding
their obligations in the area of the taxes and tax legislation implementation and auditing of CSOs’
accounting books. These events will be organised in close cooperation with representatives of the
Ministry of Finance and the Public Revenue Office. Due to the complexity of the task, STE will be
also hired for the specific topic.
The work will be coordinated by the Resident Advisor, Project Officer and AFA.
Scope of the assignment
Under the overall guidance of the Macedonian TACSO office, the duties and responsibilities of the Short
Term Experts for “Tax frame relevant for the Civil Society Organisations” are as follows:
 Prepare initial analysis of the existing and potential problems that CSOs are facing in relation to
the implementation of the national tax frame relevant for CSOs;
 Propose the content and design of the informative event/debate on the tax frame relevant for
the CSOs;
 Determine and jointly with the TACSO team liaise with the relevant officials from Ministry of
Finance and the Public Revenue office in order to coordinate and provide presence of relevant
representatives;
 Provide introduction in the debate and facilitate one-day informative event/debate on the tax
frame relevant for CSOs;

Prepare report from the event with possible suggestions for changes/amendments to the tax
legislation in the country as well as follow-up steps to be taken by the relevant stakeholders;

Developing of analysis of the situation in the country with respect to the tax frame and the
problems that CSOs are encountering in their daily accounting as well as misleading/unclear
Articles from the relevant laws;
Developing of the agenda for the informative event/debate;
Preparing introduction and facilitating at one-day informative event/debate on tax frame relevant
for CSOs;
Preparing report from the event with possible suggestions for changes/amendments to the tax
legislation in the country as well as follow-up steps to be taken by the relevant stakeholders;
Deliverables/results
By the end of the assignment, the STEs should have finalized or delivered:
 Brief analysis/overview of the situation with respect to the tax frame relevant for CSOs
 Agenda for the informative event/debate
 Report from the implemented informative event/debate.

Duration and timing of the assignment
The assignment is planned to take place from 20 April and conclude on 20 May 2012 with duration
of 5 working days in total.

Profile of the STE:
Senior STE:
 University degree in law, economics, fiscal policy or other relevant field, advanced degree is an
asset.
 Proven knowledge and expertise of the tax frame relevant for the civil society organizations in the
country;
 Proven records for at least 8 years working experience in the field of the assignment.
 Good understanding of the context in which CSOs operate in the country and the region
 Excellent facilitation and communication skills
 Computer literacy
Applicants must be independent and free from any conflict of interest. Note that civil servants and other
staff of a beneficiary public administration may not be recruited as STE unless to prior written approval
has been obtained from Contracting Authority.

Monitoring and evaluation of the STE
The activity will be monitored by the Resident Advisor.
The STE will deliver a mission report to the TACSO National Office before remuneration.
