for Junior Short Term Expert (STE) for
a consultancy on:
“Development of start-up training plan for new employees/activists in CSO”
Background of the assignment
The general objectives of TACSO -Technical Assistance for Civil Society Organisations project are
to strengthen the overall capacities and accountability of Civil Society Organisations (CSOs) within
the IPA beneficiaries, to guarantee the quality of services of CSOs and create a sustainable role for
the CSOs in the democratic process. The main purposes of the project are to:


Increase and improve the capacity and actions of CSOs and to
Improve the democratic role of CSOs.
An important activity under this heading is the implementation of national capacity building
programmes, which aims to increase the capacity of CSO in a number of areas contributing
democratization processes.
Scope of the assignment is design and preparation of start-up training plan for new
employees/activists in CSO”
Scope of the Assignment:
Under the overall guidance of the Resident Advisors of Montenegro, the duties and responsibilities
of the short term expert is:
 To develop a detailed training plan (standardized package) for the new employees/activists
in CSOs
Detailed training plan should contribute to introduction of new CSO employees/activists on an
organized manner into CSO work and especially in the work of newly established CSOs. The
training plan will be used in future work of TACSO project.

Deliverables/results.
By the end of the assignment, short term expert should deliver to the Team Leader and RA:
 Detailed training plan for the new employees/activists in CSO that will help them in better
orientation and implementation of CSO activities
 Training plan need to include:
o Methodology for assessing the training needs
o Proposal of the Training plan topics with detailed description of all important learning
points
o Training Methodology as part of the training plan
o Estimated timing for each topic to be covered during the training process

Profile of the STE:





University degree in social sciences, advanced degree is an asset.
At least 10 years working experience with civil society and trainings related to organizational
development.
At least 10 years of training experience with CSOs or relevant organisations, with a specific
focus on training topic related to organizational development
Excellent knowledge of Montenegrin context related to the development of CSOs
Fluent in Montenegrin and English
Applicants must be independent and free from any conflict of interest. Note that civil servants and
other staff of a beneficiary public administration may not be recruited as STE unless to prior written
approval has been obtained from Contracting Authority.
Monitoring and evaluation of the STE:
The activity will be monitored by the Resident advisor of Montenegro and the Team Leader as well.
STE will deliver a mission report to the RA/Team Leader before remuneration.
