Short Term Expert(s) (STE) for
The Regional Conference:
Regional CSO Networks in the IPA Countries
Background of the assignment
The general objectives of this project is to strengthen the overall capacities and accountability of
the Civil Society Organisations (CSOs) within the IPA beneficiaries and to guarantee the quality of
services of CSOs and a sustainable role of the CSOs in the democratic process. The main purposes of
the project are to:
 Increase and improve the capacity and actions of CSOs and to
 Improve the democratic role of CSOs.
An important activity under this heading is the implementation of regional conferences, which aim
to increase the capacity of CSO representatives from the region in a number of key areas related to
CSO development and management. For this purpose we are organising a regional conference on
“Regional CSO Networks in the IPA Countries”.
Scope of the assignment
The STEs will provide TACSO with the following services in relation to the Regional CSO Networks in
the IPA Countries Conference (Sarajevo, 12 - 14 December 2011):
- Facilitating conference working groups (participants’ discussion on various aspects of
Regional CSO Networks’ intervention possibilities and capacity requirements in order to
respond to the possibilities)
- Devising recommendations on further national and regional Action Points for the Regional
CSO Networks in the IPA Countries
- Reporting on work groups’ findings.
Note: The official language of the Conference will be English, there will be no translation.
Deliverables/results and deadlines
1. Facilitation of the working groups at the conference– 12 – 14 December, 2011.
2. Summary reports on work groups’ discussions – until 20th December 2011.

Location of assignment
Sarajevo, Bosnia and Herzegovina
Duration and timing of the assignment
The assignment is planned to take place during 13 – 14 December 2011 for a total of 3 working days
including preparations and reporting per STE. It is envisaged for each STE to facilitate two working
groups over the period 13-14 December, where each working group session will be app. 3 hours
long.
STE Profile:





Prominent, recognized, professional and experienced with CSO environment (min 10 years).
Proven records for at least 10 years of experience in CSO development and management.
Strong knowledge and experience in presentations and facilitations in conferences and
workshops.
Excellent reporting skills and experience.
Excellent communication skills in English and in command of one of languages in the IPA
region.
Applicants must be independent and free from any conflict of interest. Note that civil servants and
other staff of a beneficiary public administration may not be recruited as STE unless to prior written
approval has been obtained from Contracting Authority.
Monitoring and evaluation of the STE
The STE will deliver a mission report to the Team leader before receiving remuneration.
Application

 Cover letter expressing experience in the field
 CV with a minimum of two references of previous assignments.
